About The Position

Precision accounting for essential public services! The Department of Budget and Fiscal Services is seeking an Accountant IV to perform complex professional accounting work, including maintaining and revising the accounting system in accordance with federal requirements established by the U.S. Department of Housing and Urban Development (HUD). The position analyzes financial data and provides guidance to the Section 8 Administrator on the management of available funds.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from an accredited four-year college or university with major work in accounting or a related field with at least 12 semester credit hours in accounting or auditing courses. (Note: Six of the 12 credits must be above the elementary course level and from an accredited four-year college or university.)
  • Three (3) years of experience in professional accounting.
  • Knowledge of the principles and practices of commercial and governmental accounting.
  • Knowledge of the preparation and analysis of financial statements and reports.
  • Knowledge of public fiscal administration including budgeting and financial reporting.
  • Ability to devise and install accounting methods, techniques and procedures.
  • Ability to prepare complete and accurate reports and standards.
  • Ability to analyze data, detect errors and correct inconsistencies in accounting records.

Nice To Haves

  • Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting or business administration with courses in accounting.
  • A Master's degree in Accounting from an accredited four-year college or university will substitute for one of the required three years of professional accounting experience.

Responsibilities

  • Prepare and manage federal and city budgets and budget revisions for the Section 8 program.
  • Provides financial analyses to monitor and control operating costs and provide recommendations to the Section 8 Administrator.
  • Prepare and submit quarterly and year-end financial reports and electronic financial data to HUD and other oversight agencies.
  • Lead and guide Section 8 personnel on financial procedures, forms, classifications, and federal accounting requirements.
  • Coordinates with HUD, auditors, City departments, and vendors regarding financial reporting, audits, funding, and compliance requirements.
