About The Position

Under general supervision, the Accountant III performs advanced-level professional accounting work involving the research and analysis of financial transactions, maintenance of accounting records, and related accounting functions. In the absence of the supervisor, this position provides guidance and direction to staff while ensuring the accuracy, integrity, and efficiency of accounting operations.

Requirements

  • Thorough knowledge of federal and local regulations, laws, guidelines, instructions, accounting principles, and standard auditing procedures.
  • Advanced computer proficiency in Microsoft Word and Excel, with demonstrated experience using various accounting software applications.
  • Ability to work independently by planning, initiating, and completing assignments; solving problems; performing financial analysis; and making informed decisions regarding accounting matters with minimal supervision.
  • Excellent interpersonal, verbal, and written communication skills, with the ability to effectively present policies and procedures to team members and various departments.
  • Strong ability to analyze and resolve budgetary and complex accounting issues.
  • Excellent organizational, recordkeeping, and time management skills.
  • Strong attention to detail with the ability to prepare accurate financial reports and documentation.
  • Ability to apply accounting theories and principles to a wide range of financial transactions, analyze accounting records, and prepare comprehensive reports.
  • Highly ethical professional with the ability to handle confidential information responsibly while maintaining a strong customer service orientation and professional interpersonal skills.

Responsibilities

  • Trains and mentors new employees in lower classifications and oversees employee time records for bi-weekly payroll processing in the absence of the supervisor.
  • Maintains a proficient working knowledge of Navaline Software.
  • Performs detailed analysis and research of variances between subsidiary and general ledgers, exercising sound judgment to adjust accounting records in accordance with Generally Accepted Accounting Principles (GAAP).
  • Prepares schedules and supporting documentation requested by External Auditors and assists with financial statement audits.
  • Reviews encumbrances and payments to ensure accurate cost accounting and compliance within budget constraints.
  • Reviews accounts receivable for appropriateness, timeliness, and aging; reviews and approves or recommends approval of expense claims; evaluates accounting systems and practices and recommends process improvements.
  • Develops accounting systems and procedures to strengthen internal controls, monitor and report costs for major capital improvement projects, and ensure proper accounting for grants.
  • Represents the department before State and Federal agencies, both prior to and following disasters, to assist with accounting for impairments.
  • Prepares professional correspondence and reports for external vendors and stakeholders.
  • Estimates expenditure schedules and submits recommendations for budget approval.
  • Analyzes historical and current operational costs, estimated and realized revenues, and performs ad hoc financial research and analysis as needed.
