About The Position

The primary purpose of this position is to assess and monitor the fiscal health of more than 1,100 local governments in NC. Units are assessed to determine fiscal and operational health and compliance with NC state statutes. The assessment is conducted primarily through review of the annual independent audit submitted by each government, and also through review. Information is gathered also by providing technical assistance by phone or email, and by visiting directly with unit staff and their auditors. This position is responsible for keeping senior management informed of situations and circumstances by which local governments could potentially fail, trends in information and guidance requests, and any other pertinent information with the potential to impact local government finance. This position will apply risk assessment procedures to help determine how to best allocate restricted resources. This position will work on special projects designed to assist the employee in developing communication, writing, organization, and analyzation skills.

Requirements

  • CPA or working towards being qualified to sit for the NC CPA exam.
  • Knowledge of governmental generally accepted accounting principles, including GASB standards as they apply in NC and knowledge of the NC Local Government Budget and Fiscal Control Act and School Budget and Fiscal Control Act, as well as other applicable federal and State laws and regulations related to finance, and how those statutes apply to local governments in NC.
  • 2 years’ experience in accounting or auditing, prefer direct financial experience with a local government or public authority in accounting, reporting, or budgeting.
  • Bachelor’s degree in accounting, finance, economics, or business administration with 12 credit hours of accounting coursework; or associate degree in accounting; or associate degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of education and experience.

Responsibilities

  • Review proportional share of audited financial statements of NC local governments and public authorities for the State and Local Government Finance Division, helping to determine the fiscal health of the units.
  • Assist units of local government and public authorities in matters related to governmental accounting and reporting, auditing, budgeting, NC General Statutes, Orbit compliance and other issues and questions that arise.
  • Prepare reports for management as requested within specific guidelines and deadlines.
  • Review various communications for units of local government and public authorities relating to Governmental Accounting Standards Board (GASB), Association of International Certified Public Accountants (AICPA), and other rule setting bodies.
  • Help determine how rules and regulations apply to NC local governments.
  • Ability to analyze financial data and determine the overall financial condition of an entity because of that analysis.
  • Ability to communicate the results of that analysis to senior management along with proposed changes and solutions that are needed to improve an entity’s fiscal condition.
