About The Position

Performs a variety of professional accounting duties associated with the classifying, recording and reporting of County, State, and Federal funds within the Department of Human Services. Duties assigned cover a broad range of professional- level accounting functions including grant accounting, general accounting, and financial analysis.

Requirements

  • Working knowledge of general accounting, budget, contracts and purchasing principles, including GAAP:
  • Generally Accepted Accounting Principles, GASB: Governmental Accounting Standards Board, and GAAS: Generally Accepted Auditing Standards.
  • Strong knowledge of or ability to learn county and state computer systems, including CBMS, TRAILS, CFMS, Word Excel, and Access. Intermediate to advanced working knowledge of Excel is required.
  • Ability to use logic and problem-solving skills to include computer systems and software procedural issues.
  • Must be able to work independently with limited training and direction to complete work assignments.
  • Organizes and prioritizes work activities so that work is completed accurately and efficiently. Excellent time management skills are required.
  • Interacts professionally with team members in a collaborative problem-solving environment. Establishes and maintains effective working relationships with County and State personnel.

  • Bachelor’s degree in accounting, finance, business administration or a related field.
  • A minimum of three years of general accounting experience.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.

Nice To Haves

Responsibilities

  • Performs professional accounting services for the Department including review and approve fiscal source documents for completeness, mathematical accuracy, proper authorization, sufficiency of information, proper fund/account combinations, and journal entry classifications.
  • Applies knowledge of County and Grant financial policies and procedures to ensure the proper accounting and reporting of the financial activity of numerous Human Services allocations and grants.
  • Responsible for contract negotiations, preparation, quality assurance, and monitoring of terms and relative financial billing activities.
  • Prepares specified interim financial reports to assist management with tracking budgets, allocations, expenditures and revenues. Runs reports and extracts data to assist with the compilation of financial reports and research projects for the department as requested.
  • Performs limited financial analysis to assist Accountant III or other team members with preparation of financial reports, monthly settlement, interim and year-end reports.
  • Reviews non-reimbursable expenditures for propriety and follows up on State accounting adjustments to correct non- reimbursable expenditures, as necessary.
  • Works with County and/or State auditors in researching accounting transactions or providing documents for review, as necessary.
  • Performs moderately complex reconciliations of authorized County expenditures and receipts to the State accounting systems, ensuring propriety of amount, accounting distribution and funding source.
  • Communications extend to personnel within the Human Services agency for the purpose of offering solutions to various system and accounting inquiries, as well as other agencies within the County, other counties, State DHS accounting and external auditors as necessary to perform duties. Uses appropriate discretion when communicating sensitive and confidential information.
  • Ability to work both independently and as a team member, in an organized and productive manner and able to assess workload to establish priorities. Takes initiative to propose changes to processes to improve accuracy and efficiency.
  • Participates in groups, activities and training to enhance knowledge in program areas, computer systems, and policies.
