This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse and building strong communities.   This position will compile data to help evaluate trends, promote compliance, and identify best practices for the Division of Child and Adult Protection.       GENERAL DESCRIPTION OF JOB:Under limited supervision, the Quality Assurance and Compliance Specialist provides analytical and technical skills to deliver thorough and comprehensive reviews of child and adult protection case files that require the resolution of compliance problems and ensures the integrity of practice and procedures. This position will use compiled data to help evaluate trends, promote compliance, and identify best practices for the department. As a neutral party, this position will facilitate reviews, gather and analyze data, and provide reports on the quality of work being completed, in order to effect change in practice, policy, and programs that lead to improved outcomes for families and ensure the integrity of the work being completed within Child and Adult Protection Services (CAPS). This position will support and assist the Director in achieving the Human Services core mission of breaking the generational cycle of poverty, preventing neglect and abuse, and building strong communities. The utilization of a two-generation (2Gen) approach is the guiding philosophy and model for the work of the Department.

Requirements

  • Expertise in CAPS division programs regulations, social work principles, and child/adult protection casework.
  • Strong analytical, auditing, critical thinking, and independent decision‑making skills.
  • Excellent communication abilities, including writing, presenting, and translating complex information for diverse audiences.
  • Highly professional, organized, collaborative, and able to manage stressful, complex, and confidential situations effectively.
  • Proficient with office procedures, data compilation, and key software systems (Word, Outlook, Excel, CBMS, TRAILS, ICM, HSConnects).

  • A bachelor's degree from an accredited institution with a major in a human behavior science field and two (2) years of professional child welfare casework experience.  OR A Master of Social Work or a human behavioral science field and one (1) year of professional child welfare experience.  In order to meet the minimum educational requirements of a human behavioral science degree, the applicant must have a degree with major course work (equivalent to 30 semester hours or 45 quarter hours) in either development of human behavior, child development, family intervention techniques, diagnostic measures or therapeutic techniques such as social work, psychology, sociology, guidance and counseling, and child development.
  • Must have already successfully completed the Colorado Pre-Service Training Academy program or, if hired, must successfully complete and pass all required State of Colorado training on order to be considered for future employment.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
  • Work locations and facilities are subject to change based on business need.

Responsibilities

  • Conduct reviews of hotline calls, referrals, assessments, and cases completed within the CAPS Division as well as conduct live data integrity checks with constituents.
  • Conducts case file reviews of the current and prior involvement of families within child and adult protection to improve program administration through standardized tools and proven practices.
  • Authors reports and facilitates meetings with leadership that include summaries of involvement, strengths and gaps, policy findings, data integrity concerns. Makes recommendations to management regarding rules, policy, and/or practice.
  • Identify division trends and collect data.
  • Aid the Division Manager in responding to external requests by providing information on outcomes of reviews.
  • Interpret rule and statute changes, apply new rules/laws and verify and revise quality assurance standards, as needed.
  • Provide training to employees within the CAPS Division of the internal audit process and assists with ongoing CAPS training needs as necessary.
  • Working with Human Services leadership to address improve best practices, rule and statute compliances, and community outreach based on customer service, client, and community feedback.
