About The Position

Performs accounting and clerical activities to assure accurate and compliant processing and recording of all financial transactions surrounding the collection of motor vehicle and property taxes and related fees.

Requirements

  • Bachelors Degree in Accounting
  • Two - Three years relevant Motor Vehicle and Property Tax experience in a Tax Commissioner Office environment
  • Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.
  • Knowledge of accounting/bookkeeping (general) principles, office practices, business practices, methods and procedures.
  • Knowledge of departmental accounting systems and procedures.
  • Knowledge of modern office practices, procedures and equipment including computers and Microsoft Office 365 Excel required
  • Knowledge of cash collection procedures.
  • Knowledge fraud prevention and counterfeit detection.
  • Ability to perform mathematical calculations with speed and accuracy.
  • Ability to apply bookkeeping principles to the maintenance of standard fiscal and accounting records.
  • Ability to create and maintain spreadsheet applications.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to communicate orally and in writing.
  • Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.
  • Essential functions frequently require the ability to move about inside the office; and move/transport items up to 25.
  • Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Responsibilities

  • Verifies, accounts for, and records tax/tag agent monies and reports daily; balances cashier’s collections and prepares deposit slips for bank validation. Compiles various daily journals to summarize transactions.
  • Verifies, evaluates, approves, and processes refunds, documentation relating to refunds payable functions, and inputs information; prepares and disburses refund checks; researches discrepancies; maintains files.
  • Processes various forms, reports, correspondence, checks, vouchers, spreadsheets and other documents associated with department operation within designated time frames, per established procedures.
  • Processes and collects returned checks. Reverses transactions affected by returned checks; corrects tag/tag transaction records as necessary.
  • Maintains spreadsheet with collection and distribution information as an aid to reconciliation.
  • Assists in interpreting, applying, and ensuring compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct errors.
  • Instructs tax tag agents in correct procedures for accepting tax payments to ensure accurate and compliant recording of transactions. Trains agents in the identification of counterfeit currency.
  • Performs monthly audits of payouts between Tax Commissioner Office and Finance
  • Assists with audits and maintenance of the CIMA cash machine
  • Provide audit confirmations to governing authorities.
  • Balances and reconciles complex daily banking activity for operating accounts.
  • Prepares payouts, verifies Motor Vehicle and Title Ad Valorem Taxes, distributions, disbursements, and maintains records and files. Disburses collected revenue to governmental agencies, complying to parameters.
  • Plans, manages, coordinates, and implements the year-end closing processes and procedures for the assigned area of accounting records and in preparation of the countywide audit.
  • Conducts research of department files, account records, hardcopy materials, internet sites, or other sources as needed.
  • Prepares a variety of reports required by various levels of government; maintains information needed for reports and for the annual state audit.
  • Performs a variety of general/staff accounting functions, such as balancing & reconciling reports, calculating data, correcting data errors, keying financial data, generating reports, or maintaining records.
  • Maintains comprehensive and current knowledge of applicable laws, regulations, standards, and guidelines; reads professional literature; attends seminars, workshops, and training sessions as appropriate.
  • Assists lawyers, finance companies, mortgage companies and the public regarding taxes owed or paid.
  • Dispenses of sensitive documents, such as checks and receipts when their holding period expires.
  • Regular and predictable attendance is required.
  • Performs other related duties as required.
