Come join our dynamic and dedicated team. The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as an Accountant 3. Performs advanced financial and accounting activities supporting Third Party Administration fee-for-service claims, Third Party Liability programs, and AHCCCS special projects. The position is responsible for monitoring and reconciling revenues, expenditures, and fund balances; preparing financial transactions, reports, forecasts, and interagency transfers; and ensuring the accuracy and integrity of financial data across multiple state and county funding sources. This role conducts complex financial analyses, monthly financial reviews, and account reconciliations to support compliance, budgeting, and decision-making. Additionally, the position collaborates with internal and external stakeholders to maintain adequate funding for provider payments and supports agency reporting, fixed asset management, and other fiscal operations. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Bachelor's Degree in accounting or closely related field required
  • Two years' experience in accounting or equivalent.
  • Must Reside in Arizona.
  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) Responsibilities

  • Develops and performs oversight for the ISAs and IGAs for Third Party Administration of fee for service claims for inmates and related payments to providers. This includes preparation of transfer documents and deposits. In addition, entries must be prepared and entered into AZ360 to adjust/maintain budgets sufficient to fund medical claim payments.
  • Tracks and reconciles receipt of state matching monies from the various State agencies and County governments and claims payments paid weekly and constantly monitors cash. Perform extracts and queries from the AZ360 InfoAdvantage system and Cognos 135 file extract in the data warehouse to reconcile invoices generated in PMMIS to payments created in AZ360 as well as to reconcile Fund 2500 sub-fund balances.
  • Assembles information from various sources to determine claims processing and administrative costs related to the ISA. Performs queries in the Cognos claims and encounters universe in the data warehouse to obtain information for calculating the fees. Invoices the various State agencies and County governments quarterly for claims processing and administrative fees. Upon receipt of funds, prepares entries to offset expenditures.
  • Performs Monthly Financial Review tasks - review balance sheet accounts to ensure month-end balances are complete, accurate and adequately supported. Balances in clearing accounts should be promptly identified and acted on so they can be cleared in a timely manner. Particular focus is to be placed n Treasurer's Credit Card Clearing, NSF Receivable, Unfavorable Deposit Discrepancy Receivable and Favorable Deposits Discrepancy.
  • Executes Monthly Financial Review tasks - review a summary of revenues and expenditures to ensure they are complete and accurately recorded in the appropriate period, this includes recording revenues and expenditures by the appropriate budget year, appropriation, unit and class. Creates query from AZ360 InfoAdvantage by object class noting month-to-month variances in dollar amounts and percentages.
  • Performs Monthly Financial Review tasks - review incomplete transactions to identify corrections actions that, if taken, will ensure financial information is more accurately reported. Run and review various reports in AFIS InfoAdvantage to identify open interagency transfers where the ITA document has not been finalized by the receiving agency, documents still pending approvals in a workflow.
  • Reconciles accounts and monitors expenditures related to collaborative projects with other State agencies as well as AHCCCS special projects and initiatives. Prepares monthly reports to the corresponding State agencies. Prepares schedules to reflect activity of AHCCCS special projects and initiatives. Prepares HAPA transfers and reconciles activity for prior and current fiscal years. Completes GAO credit card rebate documents.
  • Assumes responsibilities for the preparation of the weekly reinsurance forecast due each Tuesday morning as well as the monthly reinsurance cycle report due the 1st Thursday of each month. Utilizes 3 mainframe FIZ reports to create the reports. Prepares report of agency performance measure related to electronic (EFTs/wires) programmatic payments by the 25th of the month for the prior month period. Creates queries in AZ360 InfoAdvantage to obtain payment activity and reconciles to FIS N333 Report to validate completeness. Assumes responsibilities of General Fixed Assets Accountant in a back-up capacity. Includes tagging equipment with barcodes and logging the information into a spreadsheet before the assets are distributed to the division/employees.
  • Provides revenue and expenditure data related to Third Party Liability activities by executing queries from the AZ360 InfoAdvantage system. Interacts with DFSM staff and various State agency and County government personnel to ensure adequate monies are available to fund provider payments for each weekly fee-for-service claims cycle.
