About The Position

NORTHEAST DELTA HUMAN SERVICES AUTHORITY MISSION: Serve as a catalyst for individuals with mental health, developmental disabilities, and addictive disorders to help them realize their full human potential by offering quality, excellent care with greater accessibility. Northeast Delta Human Services Authority is seeking a qualified individual to serve as an Accountant 1 to perform professional accounting functions for NEDHSA in the following areas: accounts payable, purchasing and procurement, travel, general ledger, property control, lease management, internal controls, and validation of readiness for external audits. All work is performed in accordance with the laws, rules, regulations, policies, and procedures of all applicable licensing and governmental agencies and within the guidelines set by the NEDHSA.

Requirements

  • Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor’s degree with twenty-four semester hours in accounting; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Manages the fiscal responsibility for NEDHSA by ensuring the accuracy of invoices, adherence of contractor purchases to contract deliverables, and reviewing documentation for accuracy and completeness.
  • Receives, reviews, and processes invoices & contract invoices for payment.
  • Monitors budget of contracts and spending; recommending amendments as needed.
  • Informs and discusses invoicing concerns with the CFO.
  • Provides technical assistance needed to resolve problems related to invoice payments, vendor payments, and purchase orders, and approval of travel expense reimbursements, etc.
  • Audits the internal ledgers and records for accuracy and reconciliation of reports generated by ISIS/LaGov and/or Business Objects.
  • Assists month-end close procedures including running reports for ISIS, LaGov, and/or Business Objects, processing required general entries, and preparing and analyzing reports for management.
  • Assists with year-end close-out procedures, Annual Financial Report preparation, verifying due/to, due/from, interagency payables, receivables, revenues, and expenses.
  • Assists with Louisiana Legislative Auditor requests.
  • Is the primary CBA Card holder, responsible for travel arrangements for the agency.
  • Ensures purchases made with the CBA account adhere to all State and agency policy requirements, responsibilities and procedures, all purchasing rules, regulations, statutes, executive orders, State Liability Travel Card and CBA Policy and Policy and Procedure Memorandum 49 (PPm49).
  • Serves as backup to Fiscal and Operations Manager with data, reporting, projects, or management of operating budget, as requested.

  • 2-year Full-Time Clinical Practice: NHSC will pay up to $50,000 for an initial 2 years of full-time clinical practice to clinicians. (Full-time clinical practice is defined as no less than 40 hours per week, for a minimum of 45 weeks per year.)
