About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Administrative Engineer NM to serve as an Accountable Manager (AM) for the Wastewater Capital Program (WWCP) within the Bureau of Engineering Design & Construction (BEDC). This role involves overseeing and supporting the design and construction of major capital projects for wastewater resource recovery facilities (WRRFs), wastewater pumping stations, and Superfund CSO programs. The AM will direct a team of project management professionals and inspectors, ensuring projects meet goals and milestones while adhering to scope, schedule, and budget. Responsibilities include contract modifications, staff management, and ensuring environmental health and safety throughout the project lifecycle. The AM will also coordinate with various support divisions, agencies, and stakeholders, focusing on issue resolution, risk mitigation, and quality management. Continuous monitoring of key performance indicators and reporting to the Deputy Portfolio Manager are also key aspects of this role. This position is exclusively open to permanent Civil Service Administrative Engineers.

Requirements

  • Permanent Civil Service Administrative Engineer status.
  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work.
  • At least two (2) years of which must have been in an executive, managerial, or administrative capacity.

  • Proficient oral and written communication skills to effectively communicate with project staff, engineers/architects, inspectors, consultants, contractors, vendors, City operations staff, and external project stakeholders.
  • Possession of a motor vehicle driver license valid in the State of New York with no restrictions.
  • Detailed understanding of permitting, equipment and materials, codes and standards, shop/field testing.
  • Ability to determine adequacy and completeness of field investigation plans and reports.
  • Ability to assess applicability and appropriateness of field investigation protocols.
  • Working knowledge of current safety and design standards.
  • Ability to review, interpret and approve complex contract documents.
  • Ability to understand necessary project resources to identify upcoming needs or existing conflicts.

  • Understanding of the process to prepare the Communication Management Plan.

  • Knowledge of engineering design and construction industry standards and practices.
  • Knowledge of environmental engineering operations and processes for water supply and wastewater resource recovery facilities.
  • Strong technical skills, interpersonal, communication, and computer skills.
  • Working knowledge of MS Office software and Project Scheduling Software.
  • Knowledge of operations and processes for wastewater resource recovery facilities.
  • Strong ability to work on a broad multidisciplinary base with various fields and trades.
  • Ability to concurrently handle multiple related and non-related tasks.
  • Experience in writing and reviewing contract specifications for major public works projects.

Responsibilities

  • Oversee and support the design and construction of WWCP projects for various WRRFs, wastewater pumping station projects, watershed region projects, and Superfund CSO programs.
  • Direct the oversight of the planning, design, and construction of major capital construction projects for the DEP's wastewater treatment requirements.
  • Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule.
  • Provide day-to-day guidance and oversight of subordinates’ work assignments, motivate employees, approve time and leave, evaluate staff, and determine staffing requirements.
  • Ensure Environmental Health & Safety is incorporated throughout the project lifecycle.
  • Focus on client service to the operating bureaus.
  • Implement all project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls, Permit Resource Division, Sustainability, Contracts Support).
  • Quickly recognize requirements for major capital construction projects and provide sustained effort from conception to completion.
  • Ensure seamless communication and coordination with Agency Bureaus, other City and State Agencies, and key stakeholders.
  • Focus on issues resolution and risk mitigation.
  • Manage the quality of project delivery throughout the project lifecycle.
  • Manage staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
  • Continuously monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • Report directly to the Deputy Portfolio Manager.
