About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Administrative Project Manager Level M2 to serve as the Accountable Manager (AM) for the Wastewater Capital Program (WWCP). This role involves overseeing and supporting the design and construction of major capital projects for wastewater resource recovery facilities (WRRFs), wastewater pumping stations, and Superfund CSO programs. The AM will direct a team of project management professionals, inspectors, and technical/administrative staff to ensure project goals, milestones, and deliverables meet scope, schedule, and budget requirements. The position emphasizes environmental health and safety, client service to operating bureaus, and seamless communication with various agencies and stakeholders. The AM will be responsible for contract modifications, staff management, performance monitoring, and issue resolution to ensure successful project delivery from conception to completion.

Requirements

  • Permanent Civil Service status as an Administrative Project Manager.
  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four year high school diploma or its educational equivalent and nine years of experience as described above; two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above.
  • All candidates must have two years of administrative, managerial, executive, or supervisory experience.
  • Possession of a motor vehicle driver license valid in the State of New York with no restrictions.
  • Strong technical skills, interpersonal, communication, and computer skills with a working knowledge of MS Office software, and Project Scheduling Software.
  • Ability to concurrently handle multiple related and non-related tasks.

  • Detailed understanding of permitting, equipment and materials, codes and standards, shop/field testing.

  • Ability to assess applicability and appropriateness of field investigation protocols.

  • Understand the process to prepare the Communication Management Plan.
  • Employ effective time management practices.
  • Knowledge of engineering design and construction industry standards and practices as well as environmental engineering operations and processes for water supply and wastewater resource recovery facilities.
  • Knowledge of operations and processes for wastewater resource recovery facilities.
  • Strong ability to work on a broad multidisciplinary base with various fields and trades.
  • Experience in writing and reviewing contract specifications for major public works projects.
  • An accredited Master's degree in one of the specified disciplines.
  • A Juris Doctor degree.
  • A valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect.

Responsibilities

  • Oversee and support the design and construction of WWCP projects for various WRRFs, wastewater pumping stations, and Superfund CSO programs.
  • Direct the oversight of the planning, design, and construction of major capital construction projects for the WWCP.
  • Ensure achievement of project goals and milestones, conforming all schedules, reports, and work products to the scope of work.
  • Undertake the preparation, negotiation, and processing of modifications to Consultant Contract scope, cost, and schedule.
  • Provide day-to-day guidance and oversight of subordinates’ work assignments, motivate employees, approve time and leave, and evaluate staff.
  • Determine staffing requirements for program implementation.
  • Ensure Environmental Health & Safety is incorporated throughout the project lifecycle.
  • Focus on client service to the operating bureaus.
  • Implement all project delivery procedures and coordinate with bureau support divisions.
  • Quickly recognize what is required for a major capital construction project and provide sustained effort from conception to completion.
  • Ensure seamless communication and coordination with Agency Bureaus, other City and State Agencies, and key stakeholders.
  • Focus on issues resolution and risk mitigation to keep projects moving.
  • Manage the quality of project delivery throughout the project lifecycle.
  • Manage staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
  • Continuously monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • Report directly to the Deputy Portfolio Manager.
