About The Position

The Maryland ABLE Program Manager will lead the Maryland ABLE savings and investment plan for people with disabilities. This plan, part of the Maryland 529 division of the Maryland State Treasurer’s Office, allows individuals with qualifying disabilities to save and invest without jeopardizing essential state and federal benefits. The program is also part of the national ABLE Savings Plan Network (ASPN) and is operated under the direction of the Deputy Treasurer for Maryland529, with oversight from the Maryland State Treasurer and Chief Deputy Treasurer. This is a Management Service position, currently located in Baltimore City, but will relocate to Annapolis, MD in the future. The role involves developing and managing the program's strategic and operating plans, including budget, data analysis, outreach, partner development, monitoring contracted managers, engaging with other state ABLE plans, and working with government officials on laws and regulations.

Requirements

  • Bachelor's degree in a relatable field.
  • Minimum of 5-7 years of progressive management experience in the disability field.
  • Proven experience in disability field with strong management background.
  • Experience working with budgets for a program or company.
  • Knowledge of ABLE programs purpose and features.
  • Knowledge of state and federal assistance programs such as Social Security Income (SSI), Social Security Disability Insurance (SSDI), Medicaid, SNAP, and HUD.
  • Proven experience in public speaking and giving presentations to groups such as government or elected officials, corporate boards, community leaders, sponsors and/or other key stakeholder groups.
  • Proven ability to work effectively as a team member and leader, and in creating a positive workplace environment and culture.
  • Proven ability to work independently, apply and interpret laws, policies and procedures and use good judgment in evaluating and making decisions.
  • Proven ability to effectively prioritize tasks, estimate time frames, meet deadlines, plan and use available resources, and coordinate work assignments with others.
  • Proven experience in working for and with a Senior Management Team.
  • Proven experience in contract management.
  • Proven ability to communicate effectively and maintain a courteous, professional demeanor toward the public and employees.
  • Knowledge of principles and processes for providing customer and personal services including needs assessment techniques, quality service standards, alternative delivery systems and customer satisfaction evaluation techniques.
  • Willingness to work onsite in the Annapolis area (Baltimore during onboarding period).
  • Possession of a motor vehicle operator's license valid in the State of Maryland (if assigned duties requiring vehicle operation).

Responsibilities

  • Designs and develops features and enhancements to the Maryland ABLE program to ensure it is nationally competitive, cost-effective, and meets the needs of the disability community.
  • Collaborates with the Deputy Treasurer for Maryland 529 to establish overall Program goals aligned with State Treasurer's Office standards.
  • Establishes short and long-range strategic plans for the Maryland ABLE Program.
  • Supervises Maryland ABLE staff to support program outcomes.
  • Plans, organizes, directs, and controls all operations of the Maryland ABLE program, maintaining knowledge of procurement, accounting, budgeting, marketing, contractual relationships, state and federal benefits programs, and ABLE program laws and regulations.
  • Leads the relationship between the contracted Program Manager and ABLE Program staff and account holders by assessing performance according to the contract.
  • Communicates with the Deputy Treasurer for Maryland 529 regarding program performance and works with all parties on continuous improvement and problem resolution.
  • Participates in the annual budgeting process and provides revenue projections.
  • Oversees the communications, marketing, strategic development, and execution of the Maryland ABLE Program.
  • Conducts and oversees public outreach for the Maryland ABLE Program through presentations, consultation, and conference participation.
  • Oversees the development and advocacy of State legislation to enhance the Maryland ABLE Program and align with federal law and regulations.
  • Serves as a primary advocate for state and federal legislative enhancements related to the ABLE Program, under the guidance of the Maryland Treasurer's Legislative Deputy Treasurer.
