About The Position

This position exists to manage the day-to-day operations of the ABA Clinic licensing teams under the Provider Development Unit and serves as the senior authority for appeal submissions as it relates to licensed providers in the state of Colorado. This position oversees two teams of licensing specialists as well as compliance coordinators tasked with licensing and overseeing daily operations of all of the 24-hour child care facilities, agencies, and ABA clinics in the state of Colorado. This position acts as the senior authority over ABA Clinic licensing processes and collaborates with providers, counties, other Departments, and the public around licensing and adoption rules, regulations, policies, and practices. This position supervises two Social Services Vs - both ABA Clinic licensing supervisors within the unit. This position will be home-based, and travel will be required. This position is designated as remote and is 100% home-based.

Requirements

  • Nine (9) years of relevant experience in an occupation related to the work assigned to this position OR A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
  • State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.
  • Must possess a valid, non-restricted Colorado Driver’s License or a non-restricted U.S. Driver's License for positions within 30 miles of the CO state border. Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date.
  • Employees must maintain a home office, internet, and possibly phone service.

Responsibilities

  • Administering and running the ABA Clinic licensing teams and all processes associated with both teams.
  • Managing two teams of licensing specialists, compliance coordinators, and their supervisors.
  • Overseeing the creation and management of systems to operationalize ABA Clinic licensing requirements, including helping staff complete program objectives.
  • Overseeing two supervisors, both of whom have teams of licensing specialists and compliance coordinators each.
  • Developing ABA Clinic licensing standards of practice and ensuring teams implement rules as written in Volume 7 as well as internal policies as it relates to those rules.
  • Providing technical assistance and consultation regarding legal requirements, rules, regulations, and program policies to agency/facility staff, Department staff, county staff, community partners, staff in other states, and the public as needed or necessary.
  • Overseeing data collection and the development of strategic plans and goals for tracking the progress of any program or initiative.
  • Managing the strategic implementation of fiscal components of legislation as it relates to ABA Clinic licensing and managing respective budgets.
  • Attending mandatory meetings as identified by CDHS and/or DCW, which may include Division meetings, staffings, unit meetings, and supervisions.
  • Attending meetings and training specific to ABA Clinic licensing requirements, as approved and/or required by their manager.
  • Attending relevant training relevant to professional development in the performance of ABA Clinic licensing duties.
  • Disseminating information to appropriate partners regarding ABA Clinic licensing practice within the Provider Development Unit.
  • Jointly overseeing the statutory appeals process and the appeals panels, in which members are appointed by the CDHS Executive Director or designee.
  • Working directly with the Attorney General’s Office in the event that an appeal decision is challenged and requested for hearing.
  • Requesting a hearing to be set by the Attorney General’s Office and assisting in providing their office the necessary documentation and jointly preparing for the hearing.
  • Reviewing all appeals prior to them being sent to the Appeal Panels in order to ensure that they meet criteria to be appealed and are complete and accurate.
  • Advising on interpretation of statutes and rules to the Division of Child Welfare and the Office of Children, Aging, and Community Services.
  • Suggesting adjustments to rules based on changes in policies, practices, and statutes at a statewide level for providers as it relates to ABA Clinic licensing practices.
  • Partnering with internal and external stakeholders to identify necessary rule changes to Volume 7 Colorado Code of Regulations.
  • Evaluating the need for training and technical assistance.
  • Developing the training plan and materials, prioritizing training needs, determining training content and methods.
  • Providing training and technical assistance to the ABA Clinic licensing supervisors and their respective teams as well as externally in provider, county, and public-facing meetings.
  • Integrating policy/program changes into training curriculum.
  • Collaborating with appropriate staff to develop and maintain training materials.
  • Identifying and detecting system problems, and designing solutions to those identified problems.
  • Implementing solutions through individual, team, and external technical assistance.
  • Identifying barriers in the provider network as it relates to ABA Clinic licensing practices, and providing strategies to overcome these barriers, as appropriate.
  • Using existing statutes, rules, Attorney General’s opinion, and guidelines as resources for solving problems.
  • Negotiating between parties to ensure adequate and professional service delivery.
  • Performing other duties as assigned to support department and division objectives.
  • Serving as a liaison and/or primary contact to providers as it relates to licensing and/or adoption.
