About The Position

As a Technical Program Manager at Parsons, you will work with directly with clients, technical directors, and drive development teams to deliver mission impacting systems and solutions. Strong understanding of international engagement, future generation wireless and systems is required for this position. You’ll be Responsible for the full lifecycle management of complex research and development projects focused on advancing wireless communication capabilities and pioneering 6G security paradigms for the Department of War (DoW). This role requires an understanding of current military and other US government agency’s processes and taskings that are focused on monitoring and securing communications. Technical capabilities are specifically needed in wireless communication technologies, DoW Science & Technology (S&T) priorities, program management principles, and specialized technical expertise in 6G security architectures, threat mitigation, and zero-trust network integration. The Project Manager will lead multi-disciplinary teams in a dynamic and often classified environment to ensure that projects are aligned with DoW strategic goals, delivered on time and within budget, and transition successfully to operational use, providing enhanced, hardened, and highly resilient next-generation (6G) communication capabilities for warfighters. The Project Manager will assist in coordination with other military and government agencies to align strategic objectives.

Requirements

  • Bachelor’s degree in engineering, scientific, technical discipline, international relations, or comparable work experience
  • Top Secret security clearance with SCI
  • Manage projects related to: Service Security Study DSOCG Security Collaboration Tool Development Military Standards Development Service 5G/6G Security Training Monitoring & Mitigation Commercial/Private Network Security Monitoring Secure Applications on AI-WIN 6G RAN Sharing/Roaming EMCON and Security Coalition Partners NATO INDOPACOM 6G Security Test, Evaluation, and Training Range Exercises (DiBaX, BK, CR, new security exercise) Established Assessment Teams for Each Service (w/ Kit & Training PGM) 5G/6G Security Monitoring Integrated into Military network Security Capability
  • Apply deep technical expertise in 6G security architectures to evaluate, design, and integrate next-generation secure wireless protocols, zero-trust frameworks, and distributed network defenses into DoW systems.
  • Oversee research and development efforts to improve the performance, reliability, and security of wireless communication systems in challenging environments, with a specific focus on mitigating advanced threats against 5G/6G infrastructures.
  • Evaluate and assess the technical feasibility of incorporating new wireless technologies and cutting-edge 6G cryptographic standards into existing DoW networks and legacy systems.
  • Work directly with spectrum management authorities to ensure reliable and secure access to necessary radio frequencies.
  • Stay abreast of the latest advancements in wireless communication technologies and 6G security protocols to continuously identify new opportunities for DoW applications and capability enhancements.
  • Organize planning and executing workforce development to add public/private cellular architecture security to existing military network monitoring and security expertise.
  • An active Top Secret SCI security clearance is required for this position.

Nice To Haves

  • PMI Project Management Professional (or similar) or PMI Program Management Professional (PgMP) certification
  • Experience in roles giving leadership an understanding of DoW or IC engineering, testing, and operations programs that would enable leadership to readily communicate and understand mission needs
  • Experience in the field of wireless communications
  • Experience in the Department of War Research and Engineering offices

Responsibilities

  • Manage the full lifecycle of project planning, initiation, execution, and management for complex communication R&D initiatives.
  • Oversee comprehensive risk management and mitigation strategies, ensuring strict adherence to DoW compliance and next-generation security standards.
  • Drive the successful transition and technology transfer of advanced communication capabilities from research environments into operational use.
  • Facilitate stakeholder engagement (military and other government agencies) and maintain thorough reporting and documentation across all project phases.
  • Leading all aspects of multiple projects
  • Prepare weekly and monthly reports and deliverables, including invoicing.
  • Ensure all work performed is high quality, meeting the customer's needs regarding funding and scheduling.
  • Develop and maintain project plans with milestones for operations and technical planning.
  • Provide cost tracking and reporting of staffing and all contract expenditures.
  • Advise government leads on technical concepts and efforts to better position OUSW R&E FutureG to influence and coordinate with key foreign stakeholders
  • Manage and liaise with 5G Initiative Thrust and Lines of Effort (LOEs) areas and coordinate with Thrust directors and FutureG SMEs to advance development efforts via foreign partner engagements
  • Provide subject matter expertise in intelligence process for the purpose of information exchange with U.S. intelligence community and partner nations pertaining to telecommunications
  • Coordinate intelligence and protection support through OUSW I&S as needed for most updated situational awareness to enhance foreign partner cooperation and engagement
  • Lead team’s information sharing, technical exchange and joint program portfolios
  • Support additional areas as directed/applicable
