About The Position

This task will provide support to programs including Littoral Combat Ship (LCS) Sea Frame, LCS Mission Module (MM), Gun Weapon System (GWS), LCS Trainers, Amphibious Ship programs, and other programs as required. The position requires a former senior enlisted member, CWO, LDO, or other equivalent with significant experience with the U.S. Navy’s 3-M systems and Navy Maintenance and Availability Systems. The role involves serving as a waterfront Preventative Maintenance System (PMS) Model and Maintenance Analyst, acting as a liaison between the program office and waterfront stakeholders, and providing program and on-site technical support. Responsibilities include analyzing maintenance and modernization plans, conducting technical reviews of Ship Change Designs (SCDs) using various Navy databases, validating maintenance procedures, conducting readiness risk assessments, and maintaining the PMS Workload Model quarterly. The role also supports PMS tool automation development and provides weekly updates on accomplished efforts. The position requires the ability to work in a shipboard industrial environment and climb shipboard ladders.

  • Must have strong Microsoft Office Suite computer skills.
  • Must have strong organizational and time management skills.

Nice To Haves

  • Former member of the U.S. Navy that has held the At-Sea Billet as a 3-M System Coordinator (NEC 811A) and has served as such in U.S. Navy on at least one U.S. Navy surface ship
  • SMMO experience or Availability and Maintenance management such as a Shipbuilding Specialist or Port Engineer
  • Navy shipboard experience on multiple U.S. Navy surface ships, especially service in an LCS platform.
  • In-depth, detailed knowledge of Navy ship organic, intermediate, and depot level maintenance processes.

Responsibilities

  • Serve as a waterfront Preventative Maintenance System (PMS) Model and Maintenance Analyst, providing direct analytical support.
  • Act as the main bridge between the program office and various waterfront stakeholders.
  • Provide program and on-site technical support to the Small Combatant and Amphibious Modernization and Sustainment program offices.
  • Provide instruction analysis of performed maintenance, modernization plans, and planned maintenance actions.
  • Conduct technical reviews of Ship Change Designs (SCDs), leveraging multiple Navy Databases to include but not limited to NDE, MFOM, NMD, VSB, Navy Sea Logistic center (NSLC), Deckplate, MBPS Windchill, PMS MIS, NAVLOG TD, LogiQuest, Navy One Touch, to track Navy Modernization Milestones for upcoming maintenance availabilities.
  • Assist in the validation that maintenance is accomplished following established procedures and quality maintenance standards, including planning, scheduling, and conflicting maintenance.
  • Conduct comprehensive research and readiness risk assessments, utilizing various databases and fleet reports, to assist in the prioritization of workload.
  • Analysis of equipment performance, hardware/software reliability, and operational metrics will provide critical data for program-level decisions.
  • Conduct Technical Assessment (TAT) reviews of SCDs for LCS class variants ships, including software and hardware for ship systems, and identify issues related to integration and ILS elements.
  • Maintains the PMS Workload Model quarterly by gathering and collecting necessary data to build and update Preventative Maintenance System (PMS) models for ships and ship systems.
  • Support PMS tool automation development, features, and capability enhancements to incorporate latest Force Revisions (FR) efficiently.
  • Update model of PMS total requirements and manage PMS tool processes, workflows, projects, and other related efforts.
  • Determine the amount of PMS man hours dedicated to each Operational Tempo, Rate, Work Center, MIP, MRC, Ship, MP, and other factors and provide it in a quarterly report to program sponsor.
  • Support PMS Tool automation developments, features, and capability enhancements to incorporate latest Force Revisions (FR) efficiently.
  • Provide weekly highlights of efforts accomplished and being worked.
