About The Position

The Manager, Workforce Operations (Rostering & Communications) is responsible for the planning, coordination, and operational delivery of workforce rostering and workforce communications for the FIFA World Cup 2026™ transport program in Kansas City. This role is central to ensuring that the right people, with the right skills, are in the right place at the right time, supported by clear, timely, and consistent communications. The position will oversee workforce schedules, shift planning, roster integrity, change management, and operational communications across planning, readiness, and live event phases. Working closely with the Senior Manager Workforce Operations and cross-functional stakeholders, this role ensures workforce plans are operationally feasible, scalable, tested, and clearly communicated, supporting safe and efficient transport operations in a complex, high-pressure event environment. Requirements

  • Strong experience in workforce rostering, scheduling, and resource planning in operational environments.
  • Understanding of transport operations, including bus, coach, fleet, and multimodal services.
  • Experience managing workforce communications in complex or time-critical operations.
  • Familiarity with fatigue management, shift planning principles, and workforce compliance requirements.
  • Ability to manage change and make decisions in fast-paced, high-pressure environments.
  • Strong organizational skills with attention to detail and data accuracy.
  • Clear written and verbal communication skills for operational and workforce audiences.
  • Proficiency in Microsoft Office 365 and workforce or rostering systems, i.e. Rosterfy
  • University degree or equivalent professional experience in workforce operations, event management, or a related field.
  • 5–7 years of progressive experience in workforce planning, rostering, operations coordination, or large-scale event delivery.
  • Demonstrated experience managing complex rosters and workforce communications.
  • Experience supporting readiness exercises or live operational delivery.
  • Strong analytical, problem-solving, and decision-making skills.
  • Legal right to work in the United States.

  • Experience with workforce management, scheduling, or operational coordination platforms is desirable
  • Exposure to large-scale events or transport operations environments preferred.

Responsibilities

  • Lead the development, maintenance, and implementation of workforce rosters for KC2026 Mobility Workforce (WKF).
  • Ensure workforce schedules align with KC2026 Mobility Teams Operational plans, venue operating hours, peak demand periods, and contingency scenarios.
  • Manage roster changes, adjustments, and redeployments in response to operational needs, service changes, incidents, or workforce availability.
  • Coordinate closely with KC2026 Mobility Teams to ensure roster feasibility and operational readiness.
  • Maintain accurate workforce data, shift allocations, and role assignments within rostering and workforce management systems.
  • Develop and implement workforce communication protocols to support clear, timely, and consistent information flow.
  • Coordinate the distribution of rosters, shift confirmations, updates, and operational notices to workforce teams.
  • Act as a central point of coordination for workforce-related communications during planning, readiness, and live operations.
  • Support escalation pathways for workforce issues, including shortages, fatigue risks, and lastminute changes.
  • Ensure communications are aligned with operational priorities, safety requirements, and command structures.
  • Coordinate with workforce planning, HR, training, depot management, and operations center teams to ensure alignment.
  • Support onboarding, role familiarization, and briefing processes for workforce personnel.
  • Liaise with internal and external stakeholders to ensure workforce requirements are understood and supported.
  • Foster a culture of accountability, preparedness, and teamwork across workforce operations,
  • Represent Vectour/TMS professionally in meetings, briefings, and coordination forums.
  • Maintain accurate documentation and records within company systems.
  • Communicate clearly, promptly, and effectively with internal and external stakeholders.
  • Be flexible with working hours — this role will require extended hours, weekends, and event period commitments.
