About The Position

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends. Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in reviewing, monitoring, determining eligibility for, and/or administering workforce/employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.

Responsibilities

  • Supervises the operations of Unemployment Insurance Appeals Support function.
  • Establishes and evaluates goals, while monitoring progress.
  • Ensures the Support functions are meeting or exceeding required standards set by the US Department of Labor (USDOL) and division leadership.
  • Keeps manager informed of progress or problems.
  • Provides leadership and guidance to staff.
  • Performs annual evaluations on staff.
  • Recommends personnel actions, such as fill vacancies, hiring and disciplinary actions to branch manager.
  • Develops training and continuously works to train current and new employees.
  • Develops and establishes schedules in accordance with demands and procedures.
  • Approves and, or, denies timesheets, leave and overtime.
  • Meets regularly with staff to provide updated communication and to gather feedback on progress toward operational goals.
  • Assist in the completion of federal reports.
  • Maintains knowledge of unemployment insurance laws and regulations by attending meetings regularly.
  • Ensures branch policies and procedures manuals are updated and employees are made aware of changes.
  • Resolves complaints from customers, community and staff.
  • Answers internal and external customer inquiries.
  • Receives requests from parties, Office Staff or Open Records Requests and burns CDs as needed.
  • Resolves all Referee Docket issues such as requests for continuance, continuing Hearings due to Referee absences, and any other issues related to the timeliness of Referee Hearings.
  • Assigns hearing cases to referees based upon the UI issue that is being appealed and assigns to referee based on their individual level of UI knowledge and ability to handle specific issues while following Federal timeliness guidelines as implemented by the US Department of Labor.
  • Generates notices of hearings to all UI Appeals Referees within the Automation process in KEWES, attaches all case documents electronically, assures that documents are mailed in a timely manner.
  • Receives Orders as written by Appeals Referees; takes actions as stated in the Order to reassign, reschedule, remove, remand or make corrections to case files.
  • Updates KEWES program to reflect status.
  • Performs other duties as required.
