About The Position

DEFINITION AND DUTIES: Under general supervision of the Workday Manager, assess, configure, maintain, and optimize the Workday system in alignment with established governance decisions, standards, and procedures. Serves as a technical resource for Workday configuration, implementation, maintenance, and training. Supports Workday Manager by performing diagnostics, preparing requirements based on assessments, and implementing approved solutions. Act as a liaison between functional areas (HCM, Finance, Payroll, and Settlement and Cash Management) and IT to troubleshoot issues, ensure data integrity, navigate system changes, and support user adoption. Collaborates with departments/offices to understand operational needs and assist with performance measurement and process improvements. Knowledge of: Workday system administration, including configuration, reporting, and security, with a focus on Workday business processes, business objects, and cross-functional integration. Operational and business processes across functional areas such as Human Capital Management (HCM), finance, payroll & time, procurement, and budgeting. Microsoft Office tools with advanced proficiency in Excel functions such as PivotTables, PowerQuery, and intermediate formula use (e.g., XLOOKUP, SUMIFS, TEXTSPLIT). Data lifecycle processes include aggregation, processing, analysis, management, governance, and reporting. Principles and practices of quality assurance, business analysis, product ownership, and project management. Relevant federal, state, and local laws, policies, and regulations applicable to public sector operations and data management. English language to include grammar, spelling, sentence structure, vocabulary, and proofreading skills. Ability to: Coordinate and collaborate effectively with a wide range of stakeholders including internal teams and external partners/organizations. Provide customer service that is courteous and responsive. Represent Johnson County with professionalism, integrity, and accountability. Maintain confidentiality and ensure the security of information. Be detail-oriented and accurate while working with complex documents, datasets, and information. Build and maintain effective working relationships with co-workers, appointed and elected officials, external partners, and members of the public. Interact effectively with persons from widely divergent backgrounds, interests, and points of view. Use computers and technology proficiently for tasks including data entry, analysis, document creation, presentations, email, and internet research. Operate common office equipment such as calculators, fax and postage machines, photocopiers, tablets, and multi-line telephones. Manage workload under moderate stress, meet variable and emergent deadlines, and resolve complex problems appropriately for the position Organize and present complex information and ideas clearly and concisely, orally and in writing to groups and individuals in formal and informal situations. Comprehend and follow oral and written instructions. Have clarity of speech and hearing which permits effective communication. Have sufficient vision which permits light to moderate production and review a wide variety of materials both in hardcopy and electronic form. Have sufficient manual dexterity to make handwritten notations and which permits moderate use of a keyboard and mouse. Stand, sit, squat, kneel, bend, twist, and reach. Lift and/or move up to 25 pounds. Have sufficient personal mobility to complete work at various facilities. Work flexible schedule and occasional overtime as needed. Provides back-up for IT staff. Performs all work activities in accordance with county policies, procedures, and safety practices. Attends work regularly at the designated place and time.

Requirements

  • Bachelor’s degree in Data Science, Statistics, Public Policy, Business, or closely related field AND three (3) years experience in public sector or a related field; OR any equivalent combination of education and experience which provides the required knowledge, skills and abilities.
  • Valid driver’s license and insurable under co unty liability coverage.
  • May require use of private vehicle or equivalent transportation for official business.

Responsibilities

  • Set up and maintain Workday modules, business processes, security settings, and data.
  • Provide Tier 1/2 support, troubleshoot issues, and support end-users on new features and system use.
  • Conduct diagnostics and root-cause analyses; prepare findings and recommended requirements for review and approval by the Workday Manager.
  • Ensure data accuracy, compliance, and integrity through audits, reconciliations, and adherence to governance-approved processes.
  • Participate in system upgrades, enhancements, testing, and new module rollouts as directed.
  • Work with stakeholders (Human Resources, Finance, Payroll, and Treasurer) to gather requirements and implement solutions.
  • Explore Workday releases and best practices; prepare summaries and recommendations for improvements.
  • Engage proactively with county leadership, stakeholders, and governance committee to identify high-impact opportunities for system-driven transformation and continuous improvement.
  • Support Workday governance structures as a technical resource, providing documentation, testing evidence, and analysis.
  • Participate with Workday groups/teams.
  • Participate in cross-functional implementation initiatives involving internal and external stakeholders, ensuring work aligns with established project direction.
  • Provide Workday Manager with systems diagnostics, testing results, and technical assessments that inform decision-making.
  • Identify and communicate opportunities for continuous improvement of Workday functionality, processes, and user experience.
  • Collaborate with departments to assess work needs, identify inefficiencies, and aid with completing operational tasks.
  • Collaborate with departments to define reporting requirements and support development of user-focused reports.
  • Collaborate with departments to define processes and support performance improvement.
  • Assist with special projects as needed, providing technical support and analytical capacity.
  • Provide back-up for departments as needed and as directed by Workday Manager.
