Requirements

  • Knowledge of the limitations and capabilities of computer systems, techniques used in designing web applications, and relevant programming languages.
  • Knowledge of developing and maintaining Bootstrap based websites.
  • Knowledge of accessibility standards, including WCAG 2.1, and related state and federal requirements.
  • Skill in web programming and in using computers and applicable software tools.
  • Skill in modifying or developing programs for small web applications.
  • Skill in project management tools and software.
  • Skill in writing and editing HTML5 and cascading style sheets (CSS).
  • Skill in using Dreamweaver, Photoshop, and Acrobat Pro.
  • Skill in editing, adapting, and applying JavaScript (or jQuery) and ASP.
  • Ability to maintain the security and integrity of web related infrastructure in accordance with Executive Order GA 48.
  • Ability to design web pages; manage multiple projects; schedule, test, and implement web pages; and communicate effectively with technical and non technical staff.
  • Ability to plan and execute complex web projects.
  • Ability to collaborate with subject matter experts in the development and maintenance of website content.
  • Ability to apply project management methods to website design and maintenance projects.
  • Minimum of three years of full‑time experience in web development, web administration, or application support, including hands‑on coding experience (such as HTML, CSS, JavaScript, or other relevant technologies).
  • Experience with web accessibility principles (such as WCAG guidelines) and the ability to apply accessibility best practices during development and content updates.
  • Experience with Drupal and/or WordPress.

Responsibilities

  • Serves as a liaison between program areas, web operations, and technical teams by identifying and communicating operational, content, graphic, database, and application requirements that support daily website functions, with primary emphasis on ensuring the accuracy and integrity of program area content.
  • Analyzes the layout and structure of internal and public facing web pages to ensure efficiency, usability, and overall effectiveness.
  • Collaborates with agency subject matter experts and staff to assess how internal and public pages are used, evaluating layout, navigation, and content organization to determine whether information is accessible, intuitive, and aligned with agency communication goals so staff and the public can locate information quickly.
  • Evaluates web pages by reviewing analytics, usability data, and user feedback across both internal and public facing sites to identify patterns in user behavior and recommend revisions that improve efficiency, clarity, and engagement.
  • Designs and maintains the infrastructure required to support internet access and web hosting services across the agency.
  • Collaborates with IT staff and agency leadership to design, maintain, and optimize the DFPS web hosting environment, ensuring that internal and public facing sites remain reliable, secure, and scalable to meet agency operational needs.
  • Maintains the day to day operation and administration of agency websites.
  • Collaborates with subject matter experts across the agency to develop and maintain effective website information architecture, page design, and content, ensuring that sites are accessible, easy to navigate, and aligned with agency communication goals.
  • Coordinates with DFPS program staff and IT support teams to update, troubleshoot, and administer the agency’s internet and intranet sites, ensuring that content remains accurate, accessible, and fully functional for staff and the public.
  • Monitors website performance, analytics, and user activity to identify issues, maintain site stability, and support compliance with accessibility, usability, and security requirements.
  • Implements content updates, technical adjustments, and routine maintenance to keep sites responsive, reliable, and able to provide uninterrupted service delivery.
  • Supports the development and maintenance of web applications.
  • Collaborates with DFPS program staff and IT developers to plan, design, and enhance custom web applications that improve how the public accesses agency services and information.
  • Maintains and updates existing web applications by coordinating with technical teams to ensure systems remain secure, functional, and aligned with evolving state technology standards.
  • Reviews and remediates documents and web content to ensure accessibility compliance.
  • Ensures all internal and public web content, including documents, meets WCAG 2.1 accessibility standards and complies with applicable state and federal requirements.
  • Coordinates with content authors and program staff to remediate documents and other materials, providing guidance and support to bring content into full accessibility compliance when needed.
  • Develops and implements improved methods, standards, and processes to meet agency needs.
  • Collaborates with DFPS leadership, IT developers, and program staff to design and implement updated web design standards that enhance accessibility, usability, and compliance with state requirements.
  • Evaluates existing web processes with communications staff and technical teams, implementing revised methods informed by user feedback, analytics, and policy updates to improve service delivery and ensure agency website platforms continue to meet evolving program needs.
  • Determines operational, technical, and support requirements for the operation and maintenance of web related databases, content, and graphics.
  • Collaborates with DFPS IT infrastructure staff, database administrators, and program managers during planning efforts and system upgrades to identify the operational, technical, and support requirements necessary to maintain reliable, accessible, and fully functional agency websites.
  • Evaluates web code to ensure validity, proper structure, industry standard compliance, and compatibility across browsers, devices, and operating systems.
  • Collaborates with DFPS developers, IT security staff, and communications specialists to review web code for accuracy, structure, and adherence to agency and industry standards, ensuring that online content is reliable, secure, and professionally implemented.
  • Conducts code validation and compatibility testing across multiple browsers, devices, and operating systems within DFPS’s web environment to identify errors or inconsistencies that may affect user access, performance, or compliance with accessibility requirements.
  • Prepares graphics, text, and data tables, determining appropriate size, layout, and arrangement for web presentation.
  • Works with DFPS communications specialists, program staff, and designers to prepare graphics, text, and data tables for ongoing web projects, ensuring information is presented in a clear, accessible, and compliant format for both internal and public audiences.
  • Interacts and communicates with agency information technology services and third party providers to address hardware and software issues affecting websites.
  • Coordinates with DFPS Information Technology Services and contracted third party providers to identify, troubleshoot, and resolve hardware or software issues that impact the performance, stability, or availability of the agency’s public and internal websites.
