About The Position

NSWC Port Hueneme CODE C24 is seeking a Waterfront Program Representative with expertise in Hull, Mechanical & Electrical (HM&E) to largely support the Littoral Combat Ship (LCS) Seaframe Platform as well as the Amphibious ship program. The best candidate for this position should be a former Navy Senior Enlisted Chief Petty Officer (E-7 through E-9), a former Navy HM&E CWO or LDO. The best candidate should have a strong background as a Navy Engineman, Machinist Mate, or similar HM&E Rate.

Requirements

  • Background check, US Citizenship, CAC and secret clearance are requirements of this position. Travel is 25%
  • 15 years minimum as a Senior U.S. Navy Enlisted (CPO and above), CWO, or LDO with a background in an HM&E Rate such as Engineman, Machinist Mate, etc.
  • 10 years of shipboard experience
  • Must possess a secret clearance
  • Experience in leading technical teams in maintaining, troubleshooting, testing and repair.
  • Communication skills in briefing at all levels of the organization and be able to work with and foster a strong team environment.
  • Analytical skills to effectively track, manage, and status multiple technical issues.
  • Must have strong Microsoft Office Suite computer skills.
  • Must have strong organizational and time management skills.
  • OSHA 10 Maritime Training
  • Tasking will include visiting/inspecting U.S. Navy Ships/vessels.
  • Must be able to climb tall ladders, wear Personal Protective Equipment (PPE) and work in adverse environments
  • May require underway overnight on Navy Ships
  • A Company Background Investigation, CAC, US Citizenship, and a secret security clearance are required for this position.

Responsibilities

  • Serve as a Subject Matter Expert, providing direct engineering and logistical support. Act as the main bridge between the program office and various waterfront stakeholders. Provide program and on-site technical support to the PMS 321 Small Combatant and Expeditionary Modernization and Sustainment team to identify and verify issues that adversely impact LCS and Amphibious Readiness and Sustainment
  • Provide instruction in performance maintenance and installation procedures.
  • Conduct comprehensive research and readiness risk assessments, utilizing various databases and fleet reports, to assist in analysis of fleetwide issues towards the goal of issue resolution. Your analysis of equipment performance, hardware/software reliability, and operational metrics will provide critical data for program-level decisions.
  • Perform on-ship inspections and verifications on behalf of funding sponsors to gather Objective Quality Evidence (OQE), assess material conditions, and validate corrective actions.
  • Engage with personnel in the Regional Maintenance Centers (RMC), squadrons, and Port Engineers, as well as providing technical/logistics support to In-Service Engineering Agents (ISEA), the Condition Based Maintenance (CBM) Team, LCS & Amphibious Strike Teams, and Failure Review Board (FRB), who are generally located off-site and do not have direct access to waterfront activities.
  • Foster direct engagement with Ships’ Crew and LCSRON personnel to rapidly identify and verify issues adversely impacting fleet readiness. You will provide expert technical support and guidance to facilitate root cause analysis, identifying corrective actions, and securing the support of stakeholders to drive solutions to completion.
  • Drive the "closed loop" issue resolution process, by applying reliability and maintainability techniques during studies, predictions, failures modes, effects analysis, stress analysis, and trade-off analysis.
  • Identify, evaluate, and provide solutions to fleet problems. Work directly with LCS and Amphib Stakeholders, with special focus on waterfront Issues that directly impact Ships’ Crew and Squadrons, to ensure that the Readiness and Sustainment for the Ship Classes meet expected mission capability and cost requirements. Document and present findings, status reports, and action plans to senior military and civilian leadership. Ensure that progress on fleet issues is clearly communicated to all stakeholders.
  • Utilize Navy Data Environment (NDE), OneTouch, MBPS, and other Navy databases as needed to research NIINs/APLs/Tech Manuals related to systemic issues across the ship class.
  • Support the program office’s efforts to liaise with the Naval Support Activities (NSAs) to identify funding requirements for execution.
  • Provide technical, programmatic, and management support for recurring availability planning efforts such as monthly availability and process improvement meetings.
  • Provide weekly highlights of efforts accomplished and being worked.
  • Other Duties as assigned.
