The City of Avondale is currently seeking a Water Quality & Compliance Supervisor to join the Public Works Department. The Water Quality & Compliance Supervisor performs professional level supervisory duties for the Public Works Department in the areas of water quality, permit compliance, pretreatment, cross connection control and stormwater. This position oversees staff and activities within the division including planning, scheduling, coordination, administrative duties and adherence to safety policies. Under general supervision of the Water Resources Manager, the position is responsible for establishing goals and objectives for the division and ensuring compliance with all federal, state, and local water regulatory requirements, including but not limited to, the Safe Drinking Water Act, Clean Water Act, Municipal Separate Storm Sewer System (MS4), Arizona Pollutant Discharge Elimination System (AZPDES) and Aquifer Protection Permit (APP). Work functions include program development and management, assistance with code and permit development, budget tracking, compliance software management, water quality reporting, development of operational strategies, employee supervision, public education and any duties assigned. The Water Quality and Compliance Supervisor serves as a liaison to other City divisions and departments, contractors, consultants, customers and vendors. The position is required to independently interpret and apply laws, rules, regulations, statutes and policies. The incumbent will research, analyze and prepare program data for compliance. The position will evaluate, interpret and comply with Federal, State, and County requirements as they pertain to environmental programs and management.
