About The Position

This is an entry-level position in the Wastewater Collections Utility Maintenance series. The role involves assisting in a variety of skilled and semi-skilled tasks related to the repair and maintenance of the wastewater/stormwater collection system. The incumbent will provide technical assistance as a member of a wastewater/stormwater utility crew. This class is distinguished from the Utility Worker II by performing more routine tasks and duties, with less independence of direction and judgment. Employees in this entry-level class may have limited or no directly related work experience.

Requirements

  • Knowledge of safe handling of traffic in construction zones.
  • Knowledge of basic methods and techniques of general construction, maintenance, and repair related to wastewater/stormwater collection systems.
  • Knowledge of wastewater treatment, distribution and collection activities.
  • Knowledge of English usage, spelling, grammar and punctuation.
  • Knowledge of equipment and tools used in the area of work assigned.
  • Knowledge of occupational hazards and standard safety practices.
  • Knowledge of pertinent Federal, State, and local laws, codes and regulations.
  • Ability to perform a variety of skilled and semi-skilled wastewater/stormwater collection maintenance, construction and repair work.
  • Ability to operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.
  • Ability to perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
  • Ability to repair wastewater/stormwater control and pumping equipment.
  • Ability to perform heavy manual labor.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to interpret and apply Federal, State and local policies, laws, and regulations.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to follow all safety rules and regulations of the department.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include: walking, standing or sitting for extending periods of time; lifting and/or carrying heavy objects; performing heavy manual labor; traveling to various work locations; bending, stooping, kneeling, crawling or standing for extended periods of time; conducting inspections.
  • Maintain effective audio-visual discrimination and perception needed for: making observations; communicating with others; reading and writing; evaluating status of vehicles and equipment; operating assigned equipment and vehicles; answering questions; speaking in a clear and audible voice; traveling to various work locations.
  • Maintain mental capacity which permits: making sound decisions and using good judgment; communicating clearly; responding to questions.
  • Effectively handle a work environment and conditions which involve: working closely with others; exposure to dirt and dust; working under harsh weather conditions; high level of noise; potentially dangerous equipment and machinery; working in confined spaces.
  • No experience is required.
  • Equivalent to the completion of the twelfth grade.
  • Maintain apprentice program adopted by the City of Coffeyville.
  • Possession of a valid driver's license.
  • Possession of a valid Class B commercial driver's license within 18 months of hire date.
  • Possession of, or ability to obtain, an appropriate, valid Confined Space Training certificate.
  • Possession of, or ability to obtain, an appropriate, valid Trenching & Shoring certificate.
  • Possession of, or ability to obtain, an appropriate, valid Competent Person in Confined Spaces, Trenching & Shoring card.
  • Possession of, or ability to obtain a certificate of completion from the Sacramento State Water Program or equivalent as determined by management within 18 months of hire date.

Responsibilities

  • Assist in the performance of wastewater/stormwater construction and maintenance activities; participate in the repair and maintenance of sewer lines including rodding sewer lines, and assist in sewer taps.
  • Assist in the maintenance and repair of sewer lines and manholes; locate sewer lines, replace sewer lines; clean drainage ditches and storm drains; flush utility lines; clean man holes.
  • Assist in the maintenance and repair of sewer lift stations including general appearance.
  • Operate a variety of construction equipment including tractors, trucks, loaders, backhoe and a variety of hand tools; use safety equipment and board machine; perform preventive maintenance on equipment and vehicles; maintain the condition of equipment.
  • Assist in locating underground utility lines and cables including sewer lines prior to excavation.
  • Perform regular testing of equipment and machinery to maintain quality assurance and high performance.
  • Assist in the performance of sewer tests including smoke and optical inspections.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Maintain and clean shop area.
  • Respond to emergency situations related to the maintenance and operations of the city's utilities.
  • Perform related duties and responsibilities as required.
