About The Position

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To participate in the performance of a variety of skilled and semi-skilled tasks related to the operation, construction, repair and maintenance of the wastewater/stormwater utility systems; and to provide technical assistance as a member of a utility crew. DISTINGUISHING CHARACTERISTICS This is the entry level class in the Stormwater Collections Utility Maintenance series. Incumbents are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are incumbents allocated to other classifications with this series. Since this class is an entry level class, employees may have only limited or no directly related work experience.

  • Perform a variety of skilled and semi-skilled wastewater/stormwater utility system operation, maintenance, construction and repair work.
  • Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner, including heavy and medium power-driven equipment.
  • Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
  • Repair wastewater/stormwater utility control and pumping equipment.
  • Perform heavy manual labor.
  • Operate a personal computer, including word processing, spreadsheet, and other job related software.

  • Equivalent to the completion of the twelfth grade.
  • Demonstrate the ability to obtain appropriate certifications included in any wastewater/stormwater apprentice program adopted by the City of Coffeyville, within the timeframes established by the City of Coffeyville.
  • Possession of a valid driver's license.
  • Possession of a valid Class B commercial driver's license within 18 months of hire date.
  • Possession of, or ability to obtain, an appropriate, valid Confined Space Training certificate.
  • Possession of, or ability to obtain, an appropriate, valid Trenching & Shoring certificate.
  • Possession of, or ability to obtain, an appropriate, valid Competent Person in Confined Spaces, Trenching & Shoring card.
  • Possession of, or ability to obtain a certificate of completion from the Sacramento State Water Program or equivalent as determined by management within 18 months of hire date.

Responsibilities

  • Participate in the operational activities of wastewater/stormwater utility system components, including, but not limited to: pipes, inlets, manholes, ditches, culverts, streets, curbs, gutters, and pump stations.
  • Operate a variety of equipment including tractors, large capacity trucks, loaders, backhoe, flusher/vacuum truck, self propelled street sweeper, various other equipment, and a variety of hand tools; use safety equipment; use electronic and computer equipment and software; maintain the condition of equipment.
  • Participate in the accurate production, upkeep, and maintenance of wastewater/stormwater system maps.
  • Maintain various records and logs of stormwater utility maintenance and repair activities.
  • Inspect and investigate connections to the wastewater/stormwater system components, including illegal or illicit connections, sources of potential pollution and related activities.
  • Assist in locating underground utility lines and cables prior to excavation.
  • Participate in the construction, repair, and maintenance of wastewater/stormwater system components.
  • Install street barricades and cones prior to the performance of utility maintenance and repair activities in public streets and alleys; direct traffic around work sites; follow all applicable safety policies and procedures; wear safety clothing and equipment as required by the department.
  • Locate wastewater/stormwater utility components.
  • Clean wastewater/stormwater utility components.
  • Participate in the maintenance and repair of wastewater/stormwater pump stations including general appearance.
  • Perform regular testing of equipment and machinery to maintain quality assurance and high performance.
  • Perform preventive maintenance on equipment and vehicles.
  • Participate in the performance of wastewater/stormwater system tests including smoke and optical inspections.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Maintain and clean shop area.
  • Respond to emergency situations related to the maintenance and operations of the city's utilities.
  • Perform related duties and responsibilities as required.
