About The Position

The Vice President, Network Strategy serves as the executive leader responsible for shaping and delivering Blue Shield of California’s provider network and partnership strategy across all lines of business. Reporting to the Senior Vice President of Provider Partnerships & Network Management, this role operates at an enterprise level, partnering closely with senior leaders across Product, Finance, Operations, Quality, and Clinical teams to align network design, provider partnerships, payment innovation, and business outcomes. This role leads a high‑performing team of strategists and provider‑facing leaders accountable for network strategy, provider partnerships, and performance across the network. Responsibilities include network design and optimization, payment and incentive strategy, value‑based care models, and provider engagement, in close collaboration with Product, Contracting, and Network Operations. The Vice President is accountable for identifying and partnering with high‑performing providers and building long‑term, value‑driven partnerships focused on quality, affordability, and total cost of care. Success in this role requires strong executive presence, strategic agility in a matrixed environment, and the ability to lead and inspire teams to deliver results at scale. This role requires a collaborative leader with a proven ability to build, develop, and lead high‑performing teams to execute strategy effectively. Requirements

  • Bachelor’s degree or equivalent experience required; emphasis in health administration, business, or public health preferred.
  • Requires 15 years of relevant provider network experience.
  • Deep experience building and sustaining provider relationships in California with strong command of provider contracting and payment models, including risk‑based arrangements, capitation, pay‑for‑performance, and value‑based care.
  • Proven ability to lead through influence in complex, matrixed organizations and drive results at enterprise scale.
  • Executive‑level communication skills, with the ability to translate complexity into clear, actionable insights.
  • Requires 10 years of leadership roles including managing a team and developing a high-performance team.

Responsibilities

  • Lead the development and execution of a comprehensive, multi‑year network strategy aligned to enterprise priorities for affordability, quality, access, and growth in support of all lines of business at the local and regional market level.
  • Provide executive oversight of complex, cross‑functional initiatives, proactively managing risks, dependencies, and tradeoffs to ensure successful delivery of intended business value.
  • Lead our Provider Partnerships strategy and (in collaboration with VP, Product) our product development strategy to co‑create product roadmaps that integrate network capabilities, innovative payment models, and differentiated provider partnerships.
  • Serve as a trusted strategic partner to senior leaders, communicating portfolio performance, insights, and recommendations through clear, data‑driven executive reporting.
  • Set strategic direction for provider network design, including high‑value networks, centers of excellence, regional strategies, and differentiated access models.
  • Lead enterprise payment and value‑based care strategies, including pay‑for‑performance programs and emerging payment innovation.
  • Own the enterprise strategy to optimize pricing for medications covered under the medical benefit, addressing a significant and growing driver of healthcare cost.
  • Establish and strengthen long‑term provider partnerships grounded in collaboration, performance accountability, and total cost of care management.
  • Serve as the Network Strategy representative to the enterprise Affordability Office, ensuring network, payment, and provider strategies are tightly aligned with affordability goals.
  • Represent the organization in executive‑level provider discussions, strategic partnerships, and joint venture opportunities.
