About The Position

The Head of Compliance is a senior leader responsible for designing, implementing, and overseeing the institution’s compliance management framework to ensure adherence to all applicable laws, regulations, and internal policies. This role is both strategy and hands-on, setting the vision for a culture of compliance while also engaging directly in policy drafting, issue resolution, and compliance testing.

Requirements

  • Bachelor’s degree required; Juris Doctor, Master’s in Business Administration, or Certified Regulatory Compliance Manager (CRCM) preferred.
  • Certified Regulatory Compliance Manager (CRCM) preferred.
  • 15+ years of progressive compliance experience in the financial services industry.
  • Five years in management roles, leading teams in policy governance and lifecycle management, regulatory complaint resolution, marketing/advertising compliance, monitoring and testing programs, and compliance risk assessments and reporting required.
  • Deep knowledge of credit union and/or banking regulations (e.g., Texas Finance Code, CFPB, FFIEC, state regulators).
  • Demonstrated experience in policy governance, complaints management, marketing compliance, and building out compliance-related systems and frameworks.
  • Proven ability to lead both strategic initiatives and operational execution.
  • Excellent communication and relationship management skills.
  • Proven ability to build consensus and deliver results in a cross-functional environment
  • Able to set vision while rolling up sleeves to execute.
  • Makes sound, timely decisions in high-pressure situations.
  • Builds strong cross-functional relationships to embed compliance into business processes.

Responsibilities

  • Develops and maintains oversight of a comprehensive compliance management framework that supports sustainable, systemic compliance across all business functions.
  • Serves as a trusted advisor to the Executive team and Board on compliance risks, emerging regulations, and best practices.
  • Champions a culture of compliance, ensuring it is embedded into decision-making, training, and performance expectations.
  • Leads the Compliance function, managing staff performance, professional development, and succession planning.
  • Oversees compliance-related governance committees and reporting to senior management and the Board.
  • Owns the policy management lifecycle: drafting, reviewing, approving, disseminating, training, and periodic updates.
  • Ensures policies are consistent, accessible, and aligned with current regulations and strategic objectives.
  • Implements processes for monitoring policy adherence and integrating regulatory change Regulatory Complaints Oversights.
  • Oversees the intake, tracking, investigation, and resolution of regulatory complaints.
  • Ensures root cause analysis is conducted, and corrective actions are implemented to prevent recurrence.
  • Reports trends and significant complaints to leadership and regulators as required
  • Leads the review and approval process for all marketing and advertising materials to ensure compliance with applicable laws (e.g., Truth in Savings, Truth in Lending, Electronic Fund Transfer Act, UDAAP).
  • Provides clear, business-friendly guidance to marketing teams on compliance requirements.
  • Designs and executes a robust compliance monitoring and testing program that evaluates the effectiveness of controls across all business lines.
  • Oversees issue management, remediation tracking, and reporting.
  • Coordinates with Enterprise Risk Management, Legal, and Internal Audit to build out plan and ensure coverage and avoid duplication of efforts.
  • Serves as the primary point of contact for regulators on compliance matters.
  • Prepares for and lead the institution’s participation in compliance examinations.
  • Cross-functional collaboration to ensure timely and effective response to regulatory findings.
  • Leveraging enterprise tools and resources, maintaining a compliance risk register and heat map of high-risk areas.
  • Provides periodic reports to senior management and the Board on compliance performance, emerging risks, and regulatory developments.
