About The Position

Vice President of Shelter Services Houston SPCA | Houston, TX Full-Time | Exempt | Executive Leadership Lead lifesaving work. Build strong teams. Make lasting impact. Houston SPCA is looking for a senior leader to serve as Vice President of Shelter Services. This role oversees daily shelter operations while advancing long-term strategy, animal welfare standards, and community impact. This position is ideal for an experienced, values-driven executive who leads with clarity, compassion, and accountability.

Requirements

  • Bachelor’s degree required; Master’s preferred
  • At least 5 years of senior management experience
  • Experience managing large teams and complex operations
  • Budget and financial management experience
  • Knowledge of animal shelter operations and standards of care
  • Strong written and verbal communication skills
  • Passion for mission-driven work
  • Passion for the mission of the Houston SPCA.
  • Bachelor’s degree in related field (e.g. operations or administration) with a minimum of 7-10 years of management experience (preferably at the Director level); non-profit administration and management experience a plus.
  • Able to obtain a private investigations license and a status of manager for the investigators.
  • Proficiency in Microsoft Office Suite, Shelter management software knowledge a plus.
  • Must possess working knowledge of regulatory and statue areas pertaining to shelter management.
  • Ability to function independently, manage multiple projects and meet deadlines.
  • Demonstrate a high level of problem-solving skills and the ability to make critical decisions and to learn and quickly adapt to changes in programs and procedures.
  • Ability to establish and maintain effective working relationships, build consensus and strategic partnerships with internal and external stakeholders and demonstrate a high level of interpersonal savvy and influence with vendors, suppliers, contractors, prospects and related concerns.
  • Must represent the Houston SPCA in a professional manner in all situations with the public, volunteers and staff.
  • Exceptional communication skills, including written, oral, interpersonal and presentation skills.
  • Ability to handle press inquiries, media interviews and act as organization spokesperson when necessary.
  • Be insurable under Houston SPCA auto policy.
  • Able to drive, stand, bend, squat, walk, and talk for up to eight hours a day; able to lift up to 25 pounds.
  • Able to endure moderate (office) to high (shelter) noise level and exposure to animals.
  • Able to work a flexible schedule including weekend and evening shifts.

Nice To Haves

  • Master’s preferred
  • MBA is preferred.
  • CAWA (Certified Animal Welfare Administrator) is highly preferred.
  • Shelter management software knowledge a plus.

Responsibilities

  • Lead Shelter Operations
  • Oversee all shelter services including animal care, veterinary services, cruelty investigations, wildlife, and equine and farm animal programs
  • Ensure compliance with animal welfare laws and industry standards, including ASV guidelines
  • Respond to operational challenges and emergencies with confidence and care
  • Make difficult decisions with integrity, safety, and animal welfare as top priorities
  • Work closely with the President & CEO and executive team
  • Turn organizational goals into clear plans, policies, and results
  • Improve and expand programs using best practices and data
  • Develop and manage multi-million-dollar budgets
  • Track financial performance and control costs responsibly
  • Evaluate vendors and identify funding or revenue opportunities
  • Hire, coach, and develop senior leaders and managers
  • Create a respectful, inclusive, and mission-focused culture
  • Lead change and continuous improvement across departments
  • Set clear performance goals and track outcomes
  • Share regular reports with executive leadership and the Board
  • Build accountability while supporting collaboration
