Position Summary: The Vice President of Capital Projects is a senior leadership role responsible for overseeing all rehabilitation activities across the organization’s affordable housing portfolio, including third-party general contractor–executed projects and in-house acquisition-rehab initiatives. This role ensures that all efforts align with corporate objectives, schedule requirements (on time), budget expectations (on budget)expectations (at quality), regulatory compliance, and long-term asset performance goals. The Vice President of Capital Projects will also lead and mentor a team of Owner Representatives tasked with managing third-party general contractors on both new-construction and acquisition-rehab projects. Additionally, this position will oversee the internal rehab team, ensuring in-house projects are delivered efficiently, safely, and of high quality.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Real Estate Development, or a related field (Master’s degree preferred).
  • Minimum 10–15 years of experience in construction or rehab project management, with at least 5 years in a senior leadership role.
  • Experience in affordable housing, multifamily rehab, LIHTC, or HUD-regulated environments strongly preferred. In-place rehab experience required.
  • Demonstrated success managing both third-party general contractors and internal construction teams.

Responsibilities

  • Provide strategic leadership, mentorship, and performance management for Owner Representatives and the internal rehab execution team.
  • Establish clear roles, responsibilities, workflows, and communication standards across teams.
  • Foster a culture of accountability, continuous improvement, and professional development.
  • Collaborate with key stakeholders, Construction, Development, Asset Management, and Operations to ensure cohesive project delivery.
  • Oversee Owner Representatives who manage third-party general contractors on new construction and acquisition-rehab projects.
  • Review and approve project scopes, budgets, schedules, and contractor selection recommendations.
  • Ensure that third-party GCs deliver projects in accordance with contract documents, quality standards, safety regulations, and performance expectations.
  • Facilitate high-level problem resolution on schedule delays, scope disputes, change orders, and field coordination issues.
  • Maintain awareness of project risk factors and implement mitigation strategies.
  • Develop and direct an internal team responsible for executing in-house acquisition-rehab projects.
  • Oversee project planning, scope development, material procurement strategies, staffing allocation, and onsite execution.
  • Implement standardized operating procedures for estimating, scheduling, quality assurance, safety, documentation, and closeout.
  • Monitor progress and provide executive-level reporting on schedule adherence, cost performance, and quality control metrics.
  • Collaborate with Development, Finance, and Asset Management teams to prepare rehab budgets during due diligence, underwriting, and construction phases.
  • Maintain responsibility for project financial performance, including tracking budget variance, approving major expenditures, and managing contingency usage.
  • Ensure change order processes are followed and that cost impacts are justified and documented.
  • Develop cost benchmarks and forecasting models to support long-term capital planning.
  • Build and maintain strong relationships with third-party general contractors, specialty subcontractors, consultants, and suppliers.
  • Lead or support negotiation of contracts, scopes of work, and service agreements.
  • Ensure consistent communication between internal stakeholders, ownership groups, residents (where applicable), and external partners.
  • Ensure all rehab projects comply with local, state, and federal regulations, including building codes, environmental requirements, accessibility standards, and affordable housing program guidelines.
  • Maintain oversight of quality control programs and site safety protocols.
  • Conduct routine site visits to assess progress, identify risks, and support resolution of field issues.
  • Oversee closeout processes including punch lists, turnover documentation, warranty management, and post-rehab evaluations.
  • Develop long-term strategies for scaling rehab capacity and improving cost efficiency across both third-party and in-house project streams.
  • Implement standardized reporting tools, project management platforms, and performance dashboards.
  • Introduce best practices related to construction technology, materials, sustainability, and operational efficiency.
