About The Position

BAO Systems sits at the intersection of data science and public health impact. This role leads growth across BAO's domestic and global health portfolios, with a focus on building new markets, systematizing business development processes, and managing key strategic partnerships. The position balances hands-on relationship management with organizational-level strategy. While this role reports to the President, there will be close collaboration with New Business Teams, CDO practice areas, product teams and the CEO.

Requirements

  • At least 15 years of related and progressive experience in global and domestic public health.
  • Deep knowledge of data collection, data integration, data analytics, and data science in global and domestic public health contexts.
  • Deep knowledge of US Government international development operating environments, including State Department and Global Health Security and Diplomacy funding mechanisms.
  • Demonstrated experience in strategic business development, including building partnerships, identifying opportunities, and managing growth in federal and international development markets.
  • Experience working within or alongside decentralized organizations; ability to introduce structure without disrupting existing workflows.
  • Ability to translate between executive, technical, and operational audiences. Strong written and verbal communication skills.
  • Executive presence with the ability to represent BAO Systems credibly with senior government and private sector stakeholders.
  • Demonstrated ability to work remotely and independently while maintaining strong collaborative relationships across teams.
  • Experience managing prime-sub contractor relationships.

Responsibilities

  • Build and manage relationships with key decision makers at domestic health agencies including federal stakeholders (CMS, HRSA, HHS, and CDC), state and local stakeholders, as well as private foundations.
  • Identify and pursue strategic opportunities aligned with BAO's products and services. Translate agency needs into actionable business development strategies.
  • Support the development of a more systematic and standardized approach to business development across BAO without displacing the existing decentralized, SME-driven model. This includes creating shared tools, processes, and frameworks that amplify the work already happening across teams.
  • Collaborate with product teams to surface market insights and customer feedback that inform product direction and positioning.
  • Stay current on industry trends, competitive dynamics, and emerging opportunities in domestic public health data, analytics, and AI.
  • Lead or manage new domestic health portfolios as opportunities materialize.
  • Manage and grow BAO's partnership with Accenture as prime contractor on the AFS, Evolve, or other contracts, both funded through State Department and Global Health Security and Diplomacy mechanisms.
  • Bridge government priorities with BAO's scope on existing contracts. Strengthen the prime-sub relationship and identify expansion opportunities within current or new contract vehicles.
  • Leverage field presence and on-the-ground insights to identify new business development opportunities in the international development space.
  • Support the development and execution of a strategy to grow BAO's international data systems portfolio across US Government and other funding sources.
  • Provide strategic and management support to existing global health portfolios. Lead new portfolios as they develop.
