OxyChem is seeking an experienced, strategic, and highly credible Vice President of Government Relations to lead the company’s federal and state advocacy efforts. Based in Washington, D.C., this executive-level role serves as OxyChem’s senior representative before legislative and regulatory bodies and acts as a trusted advisor to senior leadership on public policy, political risk, and regulatory strategy impacting the chemicals industry.

Requirements

  • Bachelor’s degree required in public policy, political science, government affairs, law, or a related field; advanced degree preferred.
  • Minimum of 8–15 years of progressive experience in government affairs, public policy, or legislative advocacy, including senior-level direct lobbying responsibilities.
  • Demonstrated success influencing legislative and regulatory outcomes at the federal level; state-level experience strongly preferred.
  • Extensive understanding of the political, economic, and social factors influencing public policy decision-making and regulatory outcomes.
  • In-depth knowledge of Congressional procedures, federal and state legislative processes, and regulatory rulemaking.
  • Strong strategic thinking, judgment, and executive presence, with the ability to advise senior leaders on complex policy matters.
  • Excellent written, verbal, and interpersonal communication skills, including experience preparing executive-level briefing materials and testimony.
  • Proven ability to work collaboratively in a matrixed, team-oriented environment and manage multiple priorities in a fast-paced setting.
  • Established professional network within Congress, federal agencies, and relevant trade or industry organizations strongly preferred.

Responsibilities

  • Own and lead OxyChem’s federal and state government relations strategy, aligning advocacy priorities with business objectives and long-term corporate strategy.
  • Serve as OxyChem’s primary liaison with Members of Congress, congressional staff, federal agencies, the Executive Branch, and selected state legislative and regulatory officials.
  • Develop and execute proactive legislative and regulatory strategies to advance OxyChem’s interests while mitigating political, regulatory, and reputational risk.
  • Represent OxyChem on legislative and regulatory matters through direct engagement with the U.S. House of Representatives, U.S. Senate, federal agencies, and Executive Branch officials.
  • Anticipate, monitor, analyze, and prioritize legislative and regulatory developments affecting the chemicals industry, including environmental, health and safety, chemicals management, product stewardship, and environmental remediation policies.
  • Provide strategic counsel and regular briefings to senior OxyChem leadership and business units on public policy risks, opportunities, and recommended courses of action.
  • Lead coordination across internal stakeholders to align policy positions, messaging, and advocacy strategies.
  • Oversee and manage relationships with external lobbyists, consultants, trade associations, and coalition partners to maximize advocacy effectiveness.
  • Ensure compliance with all applicable lobbying registration, disclosure, ethics, and reporting requirements.
  • Facilitate and prepare OxyChem executives and technical experts for meetings, hearings, testimony, and other engagements with legislative and executive branch officials.
  • Build and maintain strong, bipartisan relationships with policymakers and key stakeholders to enhance OxyChem’s credibility and influence.
