Job Summary Under the direction of the Assistant City Manager, the Utility Director is responsible for planning, organizing, and directing the daily operations and activities of assigned operating sections such as Water Treatment, Water Distribution, Wastewater Collection and Treatment, Utilities Services, Utilities Maintenance, Utility Engineering, and any other assigned section or division to ensure all Utility projects comply with federal, state and local regulations, codes, standards and generally accepted practices. Manages an annual department and capital expenditure budget. Manages/Supervises department personnel. Interfaces directly and frequently with the City management, City Council, and other City employees, and with the general public. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

Requirements

  • Bachelor's Degree in Public Administration, Business, Civil Engineering, and/or related field
  • 5+ years management experience in a municipal or county government and with emphasis in utility projects
  • 10+ years of progressively responsible experience.
  • Valid Class C Texas driver's license.
  • Must be a registered Professional Engineer (P.E.) with the State of Texas or must possess a Class A Water and Class A Wastewater license.

Responsibilities

  • Direct and coordinate Utility Department staff and operations to ensure effective and efficient operations; hire and supervise department staff; assign, schedule, and review work; deliver or provide for work-related training/education; complete performance evaluations; conduct counseling and take disciplinary measures as indicated as required.
  • Prepare overall utility budget and monitor budget expenses; review and approve departmental expenditures.
  • Oversees utility Capital Improvement Projects and ensures projects stay on schedule in both design and construction.
  • Develop and implement departmental policies and procedures; ensure department personnel comply with City policies and procedures.
  • Responsible for developing, implementing, and monitoring short- and long-range plans, goals, and objectives for the water and wastewater system to meet current and future service demands.
  • Prepare regular monthly reports and special reports regarding Utility Department operations as requested by City management or the City Council.
  • Attend City Council meetings, as required; interface with other City and community organizations, as requested.
  • Responds to inquiries and complaints from residents, vendors, contractors and consultants.
  • Conducts field inspections of work in progress or upon completion.
  • Remains on-call to monitor and troubleshoot operations of the utility control system.
  • Performs related duties and fulfills responsibilities as required.
  • Other duties as assigned.
