About The Position

The Utility Assistant Registrar performs flexible, hands-on technical election support work for the Registrar and the Department of Voter Registration and Elections in accordance with federal and state election laws, including Title 24.2 of the Code of Virginia, and guidance issued by the Virginia Department of Elections. This position is designed to function as a department-wide utility role, providing operational assistance across voter registration, Early Voting, Election Day preparation, election equipment readiness, training support, and records management. Duties are assigned at the discretion of the Registrar based on operational needs and election cycle demands. Work is performed under supervision with latitude for independent judgment in execution. The role is non-supervisory and does not exercise independent statutory authority.

Requirements

  • Any combination of education and experience equivalent to high school completion.
  • Must meet statutory qualifications to be appointed as an Assistant Registrar and take the required oath.
  • Ability to meet County safe driver requirements, if applicable.
  • Working knowledge of standard office procedures and election operations.
  • Ability to learn and apply Virginia and federal voter registration and election laws.
  • Strong organizational skills and attention to detail.
  • Ability to work effectively in time-sensitive, high-pressure environments.
  • Strong interpersonal skills and ability to interact tactfully with the public.
  • Proficiency with standard office equipment and basic computer applications.
  • Must be a qualified voter in the Commonwealth of Virginia.
  • Appointed for a term not to exceed that of the appointing Registrar and serves at the Registrar’s discretion.
  • May not hold elective office, be employed by an elected official, or participate in political campaigns within the jurisdiction.
  • All duties must be performed in a strictly non-partisan manner.

Nice To Haves

  • Experience in project management, business administration, or related field is highly desirable.
  • Experience as an Electoral Board Assistant or Assistant Registrar is strongly preferred.
  • Experience as a voting precinct election officer is highly desirable.

Responsibilities

  • Provide flexible operational support across departmental functions based on election cycle needs.
  • Assist with special projects related to elections as assigned by the Registrar.
  • Assist staff with preparation, maintenance, and organization of voter registration and election records in compliance with statutory retention and security requirements.
  • Support data entry and voter assistance activities during high-volume registration and Early Voting periods, as assigned.
  • Assist with management, storage, and retention of Electoral Board and election records.
  • Assist with preparation, staging, delivery, retrieval, and reconciliation of voting machines, electronic pollbooks, ballots, and other election materials for Early Voting and Election Day.
  • Assist with setup, breakdown, and operational readiness of Early Voting sites and polling locations before, during, and after elections.
  • Assist with inventorying, maintenance, and secure storage of election equipment and supplies.
  • Assist with the delivery and logistical support of election official training developed by the Registrar, Elections Manager, or Senior Assistant Registrar.
  • Prepare training materials, equipment, and documentation for election official training sessions.
