About The Position

Dexis Professional Services (Dexis) is seeking a TSCM Manager for an opportunity within the U.S. Department of State, Bureau of Diplomatic Security (DS), supporting the Countermeasures & Risk Technology Services (CRTS) Support contract under CMP/TSC and STO/SES. The purpose of this contract is to provide advanced technical surveillance and countermeasures (TSCM) support to protect U.S. Department of State facilities, personnel, classified information, and national security activities from hostile technical penetration and clandestine surveillance devices. This full-time position is located in the Washington, D.C. metropolitan area and is required to be on-site full time. This position is not telework eligible. This position requires an active Top Secret clearance with SCI access. The position is contingent upon contract award. 25-50% CONUS and OCONUS travel may be required for program coordination. May be required to travel OCONUS to conduct installation, training, or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required.

Requirements

  • Current U.S. Government final Top Secret clearance and approved for SCI access upon employment.
  • Eligible for and able to obtain and maintain required security clearance/access approvals.
  • Certified by the Interagency Training Center to conduct TSCM inspections.
  • Minimum of ten to fifteen years of experience in technical surveillance and countermeasures inspections, with at least five years as supervisor or team lead.
  • Understanding and experience with information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.
  • Experience in counterintelligence, operational security, physical security, technical security, and electronics systems installation.
  • Ability to communicate and coordinate effectively with individuals at all organizational and management levels within and outside of the Department.
  • Proficient with Microsoft Office Suite, including Word, Excel, Access, and Outlook.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Must be able to occasionally stand, walk, sit, use hands/fingers to handle or feel objects, tools, or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear.
  • Must occasionally lift and/or move up to 75 pounds.

Responsibilities

  • The TSCM Manager manages a team of technicians conducting technical surveillance and countermeasures inspections to ensure clandestine devices have not been introduced into secure areas of Department of State domestic facilities.
  • Receives requests and assigns tasks to ensure timely completion of inspections, oversees and tracks progress, and manages reporting.
  • Acts as the TSCM subject matter expert for domestic facilities, providing advice and assistance on physical security, technical counter-surveillance, and risk management.
  • Recommends and evaluates new detection equipment to enhance inspection processes and coordinates findings with Department of State and intelligence TSCM communities.
  • Carries out security-related matters in accordance with Intelligence Community Directive 702 and other Department of State policies.
  • Maintains knowledge of national security policies, Department of State physical, technical, and construction security standards, and ODNI procedures for conducting TSCM inspections.
  • The TSCM Manager is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support inspection, reporting, and inventory requirements.
  • Oversees and directs a team responsible for TSCM operations.
  • Trains and mentors team members.
  • Manages team operations, assignments, and schedules.
  • Acts as Project Manager responsible for supervision and management of day-to-day operations of the Operations Section.
  • Supervises and directs a team of contractors responsible for completing logistic and inventory duties for a department-wide TSCM inventory.
  • Oversees control and accountability for all Operations Section TSCM equipment.
  • Ensures OPSEC is observed in relationship to TSCM inspections.
  • Conducts training on techniques used for searching the electromagnetic spectrum, telephony, and manual physical searches.
  • Coordinates and interfaces with Branch management, Contracting Officer’s Representative, and security personnel to meet program milestones.
  • Manages travel budgets, monthly reports, and personnel tracking.
  • Conducts technical surveillance and countermeasures inspections as team leader or member to ensure facilities are free from hostile technical penetration and clandestine devices and systems.
  • Ensures adequate countermeasures are established for protecting classified information and national security activities.
  • Determines scope of each TSCM inspection; plans and implements TSCM logistical operations for equipment for each inspection; identifies and recommends resolution to security issues pertaining to technical security standards; drafts reports detailing TSCM activities.
  • Establishes, maintains liaison, and coordinates with Department of State TSCM components (e.g., DS/ST/CMP and DS/ST/STO) and interested foreign affairs and intelligence agencies (e.g., CIA, NSA, DIA, FBI) to identify policies, equipment, techniques, and methodology for conducting TSCM inspections.
  • Makes recommendations to improve the effectiveness of TSCM inspections.
  • Conducts in-depth security analysis and formulates and recommends technical solutions based on analysis.
  • Prepares written reports detailing findings and recommendations from TSCM inspections.
  • Remains proficient in all areas of TSCM inspection and assists with technical, physical, construction, and transit security issues as required.
  • Contributes to the development of input for quarterly metrics.
