About The Position

The Tribal Energy Manager is responsible for planning, organizing, and managing the tribal energy program and policies of the Tribe. A primary focus to maximize energy savings using strategic partnerships, renewable energy opportunities, and education is a must.

Requirements

  • Minimum of a Bachelor’s degree (BA) or equivalent from a four-year college with major course work in engineering, utility supplier or contractor, urban planning, public administration or a field related to the area of assignment.
  • Minimum of four years relevant professional experience in energy project development and/or evaluation of clean energy development for federal agencies, state or local governments, institutional organizations, utility supplier or contractor, or tribal governments.
  • Practical experience using specialized computer software such as MS Excel, MS Project and Word
  • To perform this job successfully, the individual must be able to stand, move and work throughout the office area and properties, including walking up to 1 ½ mile, climbing stairs and sitting at a desk/work station for the duration of the shift.
  • Must be able to grasp, bend, lift and/or carry or otherwise move goods weighing a minimum of 25 lbs. on an intermittent basis, and sufficient dexterity of hand in order to use office equipment including, but not limited to: a computer keyboard, calculator, general office equipment and multi-line telephone.
  • Must be able to perform field inspections – take field trips to various properties. Be able to work in heat for short periods. Occasional travel is required.

Nice To Haves

  • Experience conducting resource assessments, technology evaluation, and load analysis is preferred.
  • Expertise in energy project financial analysis and modeling.
  • Assessing the regulatory and policy landscape at federal, state and local levels including entitlement and permitting.
  • Experience interpreting and applying laws, codes, regulations and ordinances related to Indian land desirable.

Responsibilities

  • Track and report monthly on all energy use across the organization.
  • Maintain an energy assessment of all Tribal properties related to energy usage, energy management, and conservation.
  • Manage Western Area Power Administration contracts in order to maximize value to the Tribe.
  • Work with outside consultants to maximize energy savings for the Tribe.
  • Assist in pursuing Federal and State grant funding opportunities to support current and planned Tribal energy programs and projects.
  • As requested, provide assistance to other Tribal departments related to assessing energy use and options for new construction or facility renovation.
  • As assigned, perform detailed analysis of complex, multi-faceted Tribal energy development projects, including staff reports, and evaluation of development proposals. Prepares written project analyses and makes written recommendations.
  • Performs high level project management tasks for assigned Tribal projects.
  • Manages consultant contracts including determining scope of work and tracking budgets.
