Lochner – learn more about us Your Impact: Strategic Direction & Program Leadership Lead development and delivery of local and regional transportation planning programs, including long-range plans, corridor studies, transit and multimodal planning, and feasibility analyses. Provide technical direction and strategic counsel to public and private clients on transportation investments, funding strategies, policy development, and program implementation. Identify emerging industry trends, innovative technologies, and regulatory developments that influence regional transportation planning solutions. Team Leadership & Mentorship Supervise, mentor, and develop planning and engineering staff, fostering professional growth and high performance. Coordinate workload planning, performance evaluations, and resource allocation across multidisciplinary teams. Project & Program Management Oversee planning projects and programs of varying size from scope development through delivery, ensuring quality, accuracy, and client satisfaction. Lead or support proposal development, business pursuits, and client presentations to expand service offerings. Manage project budgets, schedules, and deliverables while maintaining compliance with applicable federal, state, and local regulations (e.g., NEPA processes in transit planning). Stakeholder Engagement & Communication Build and maintain strong relationships with clients, government agencies, Metropolitan Planning Organizations (MPOs), Departments of Transportation (DOTs), and regional partners. Effectively communicate planning concepts, technical analyses, and recommendations to technical and non-technical audiences through reports, presentations, and public outreach.

Requirements

  • Bachelor’s degree (required) in Transportation Planning, Civil Engineering, Urban Planning, or a related field.
  • 10–15+ years of progressively responsible experience in transportation planning, engineering, or related infrastructure consulting.
  • Demonstrated experience leading complex multimodal planning projects and multidisciplinary teams.
  • Strong knowledge of regional transportation planning processes, funding, modeling, environmental review (e.g., NEPA), and compliance.
  • Excellent written and verbal communication skills for client presentations, reports, and stakeholder engagement.

Nice To Haves

  • Advanced degree preferred.
  • Leadership experience in business development, proposal strategy, and client relationship management.
  • Professional certifications such as AICP, PE, or PTOE.
  • Experience with GIS, and data analytics for transportation planning.
  • Familiarity with state transportation programs (e.g., TxDOT, County, Municipal, MPO planning requirements).
