About The Position

This position is responsible for the administration of the District Encroachment Permit Program in accordance with established guidelines and the Arizona Administrative Code. This position supervises, assigns, monitors and checks the work of employees within the work unit. Conducts regular site visits as well as preliminary field review . Review and assess preliminary construction plans. Ensures submittals are compliant.This position works closely with District Management and district maintenance and construction staff to review, approve, and monitor permit projects.

Requirements

  • Knowledge of: ● Google Suite application, Adobe Acrobat, ADOT Permit Database, ROAD Portal, and right of way plans. ● ADOT design and construction standards and documents, Arizona statutes, administrative code, standards, guidelines, & policies pertaining to permits. ● ADOT temporary traffic control design. ● Environmental requirements and staff. ● Right of Way methods & documents for acquisition & disposal of real property. ● Understand impact of propose encroachments & determine possible mitigation.
  • Skill in: ● Written and verbal communication, including depositions and testimony in court of law. ● Organizing and prioritizing work assignments. ● Research & analyze programs, databases, and external sources. ● Field monitoring and implementation of temporary traffic control plans. ● Interpersonal relationships & customer services as applied to members of the public, permit applicants, agency internal stakeholders, and local government entities. ● Decision making, evaluating and interpreting data, and escalation of issues to the proper authority. ● Researching county assessors databases, property record and GIS systems.
  • Ability to: ● Work with all customers and develop relationships with applicants and stakeholders. ● Ability to resolve internal and external conflict with customers and staff. ● Visualize impact of proposed encroachments and determine possible mitigations needed. ● Manage, monitor and train staff members in permit related issues. ● Review and approve plans for all business types of permits. ● Develop standard work and process improvements for team members on a statewide platform. ● Prioritizes workload, assignments, and communication to ensure tasks are completed in a timely manner. ● Ensure positive and timely communication (oral and written) with applicants & stakeholders to ensure accurate transmission of information.

Responsibilities

  • Oversees daily operations of the District encroachment permits group. Including supervising, managing and scheduling work activities of subordinate personnel. Approved timesheets, travel and leave. May prepare staffing proposals or recommendations for additional resources. Trains, coaches and mentors staff. Manages and monitors work performed under approved encroachment permits. Conducts regular site visits with staff to monitor and approve work completed under permit. May grant permit extensions, provide or update addenda, issue letters of acceptance or non compliance, and involve other groups as needed.
  • Reviews permit submittals for compliance with ADOT standards and specifications. Evaluates submittals to ensure compliance with access control, drainage, roadway and traffic requirements, as well as all applicable laws, regulations and policies. Coordinates review with other technical groups and external stakeholders as needed. Meets with the public and private entities to explain and facilitate permit applications and plan submittal requirements relating to access, drainage, roadway, traffic, environmental, and other issues. Provides timely and accurate correspondence (written and verbally) with applicants and other stakeholders as needed.
  • Work with permit technicians to prepare permits and addenda, citing or referencing ADOT requirements from the standard specifications, standard drawings, roadway design guidelines. MUTCD Traffic guidelines and procedures and other ADOT design and construction documents as applicable and necessary. Assist with emergencies, including winter operations support, such as roadblock as needed. Conduct preliminary field reviews for permit requests, investigates unlawful encroachments, compiles documentation and presents to the district management for review and direction, and issues encroachment violations as needed.
  • Coordinate with and conduct research on various groups including Right of WAy, Risk and AG's office. Review and assess preliminary construction plans to determine impacts to right of way, including legal access, requirements for additional access, utility conflicts, etc. Performs review of all planning and zoning requests from local governments within the district boundaries. Coordinates with other districts as needed.
