About The Position

This position provides a entry level of administrative support and develops their knowledge and skills for processing basic permit types. Under the direction of the Permit Supervisor or guidance from a Permit Tech Illthe Permit Technician Il is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. Examples of permits include, but not limited to, physical encroachments in the right of way, temporary traffic control plans, utilities, special events, environmental clearances, and Adopt-A-Highway permits. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations, and standards.

Requirements

  • Knowledge of Google Suite application, Adobe Acrobat, ADOT Permit Database, ROAD Portal, Right of Way and highway maps, and plans.
  • Knowledge of Statutes, administrative rules, standards, guidelines, and skill policies pertaining to permits, utility, railroad, roadways, bridges, drainage and materials design, road and bridge construction, and standard drawings for construction.
  • Knowledge of Temporary and permanent traffic control, ADOT traffic design guidelines, and AZ Blue Stake (811) requirements.
  • Knowledge of Environmental requirements and clearances.
  • Knowledge of Tools, equipment, and materials used for highway construction and utility installations.
  • Knowledge of Right of Way methods and documents for acquisition and disposal of real property.
  • Knowledge of Research assessor's databases, property records,and GIS systems.
  • Skill in Written and verbal communication including depositions and testimony in a court of law.
  • Skill in Organizing and prioritizing work assignments.
  • Skill in Research databases, and external sources.
  • Skill in Further their comprehension of construction sequencing, construction methods and construction standards.
  • Skill in Interpreting field inspection data and diaries.
  • Skill in Field monitoring of temporary traffic control plans.
  • Skill in Interpersonal relationships & customer service as applied to members of the public, agency and local governments.
  • Ability to Work with difficult members of the public.
  • Ability to Visualize impact of proposed encroachments and determine possible mitigations needed.
  • Ability to Assist training and guide staff members in permit related issues.
  • Ability to Review and approve all levels of utility plans and basic business types of permits.
  • Ability to Develop standard work and process improvements for team members.
  • Ability to Multi-task and ona variety of permits and projects with critica deadlines.
  • Ability to Organize, prioritize, and track work assignments.
  • Ability to Reading and interpreting a variety of technical engineering documents.
  • Driver's License.

Nice To Haves

  • High school diploma or GED preferred Permit processing, highway maintenance, engineer plan reading, construction or experience preferred.

Responsibilities

  • Communicates with customers, permittees, ADOT staff, local government agencies, utility companies, contractors, and engineering firm to explain the permit process, providing instructions, and guidance on the permit application to include all of the documents required such as temporary traffic control plans, insurance and bonding, environmental clearances, and plan requirements.
  • Reviews permit submittals for compliance with Federal Highway Administration & ADOT standards and specifications.
  • Assures proposed work complies with rules, regulation, and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way.
  • Performs basic plan review and coordinates reviews by other departments within the agency.
  • Oversee progress of permit process.
  • Conducts administrative and substantive reviews.
  • Prepares permit packages, citing specific requirements from ADOT Standard Specifications and Drawings to address the scope of work.
  • Assures quality and compliance.
  • Prepares permit addendum, grants extensions of time, processes work notifications, issues letters of acceptance for completed work and coordinates with field inspectors
  • Ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities.
  • Organizing and prioritizing work assignments.
  • Conduct, provide, and assist in research information for the internal and external customers.
  • Assist with research for the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor.
  • Participating in Arizona Management System activities such as huddles, problem solving, kaizens, 55, process mapping and standard of work.
  • Coordinate and attend meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings.
  • Perform field reviews to assure compliance of permit requirements and investigate reported or discovered ADOT Right of Way encroachments to determine validity.
  • Determine and access technical aspects of permit and ADOT Right of Way encroachment violations and make recommendations for corrections or issues.
  • Composes letters for Notice of Encroachment Violations
