About The Position

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Essential Duties: Transportation Engineer I: Acts as a consultant to staff engineers to coordinate construction operations. Analyzes schedule trends, determines risks and supports management in evaluating options for corrective actions for routine projects. Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries. Assesses and reports actual project process versus planned progress to determine trends and variances for routine projects. Assists in evaluating pavement products and pavements conditions data. Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Assists in overseeing contracts, issuing work orders and monitoring construction schedules and contractor payments and job progress on construction projects. Assists in the development, preparation and letting of maintenance contracts for the district. Assists in utilization of available funds to improve and install traffic control devices. Assists with design, computer operations and plan preparation. Coordinates and/or monitors assigned projects/programs/plans. Designs moderately complex bridge projects and performs specialized design. Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Develops and/or reviews environmental documents and prepares remediation plans. Develops electronic repair training for maintenance of traffic management systems. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Ensures compliance with National Bridge Inspection Standards. Ensures facility-related contracts comply with applicable federal and state law policies, procedures, standards and guidelines. Interprets maintenance standards, rules, methods, proceudres, practices and policies. Interprets manuals and required guidelines for traffic operations. Investigates materials failures for fabrication problems, reviews test data and assists in determining cause of failing materials. Makes presentations that represent TxDOT Performs other job responsibilities as assigned. Transportation Engineer II: The above and: Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Develops training courses and/or materials. Evaluates pavement products and pavement condition data. Oversees construction and audit records. Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs complex planning work such as plan review, calculations and assisting in transportation planning studies. Responsible for incident management. Responsible for special events Schedules, assigns and oversees bridge inspection activities. Performs other job responsibilities as assigned. Transportation Engineer III: The above and: Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects. Analyzes and reports on complex program funding change scenarios and their impact to individual project schedules. Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs advanced and complex planning work such as plan review, calculations and transportation planning studies. Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements. Performs other job responsibilities as assigned.

Requirements

  • Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
  • Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).   • Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).   • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
