Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: • Analyzes and assists in the resolution of contract problems and disputes. • Analyzes and recommends approval for modifications to highway maintenance contracts. • Assists in recommending major maintenance and betterment programs to the district staff. • Assists in the development, preparation and letting of maintenance contracts for the district. • Coordinates maintenance matters with Area Engineers. • Directs and oversees contractors’ compliance with plans and specifications and authorizes payment of estimates. • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. • Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies. • Participates in district plan review activities. • Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. • Performs other job responsibilities as assigned.
