Administers state and/or federal transportation funded programs. Oversees contracts/grants/projects/programs/lettings to include: application, approval, procurement, payments, monitoring, audits, investigations, and/or close-out. Work requires contact with governmental agencies and/or special interest groups. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties: · Analyzes highly complex applications and prepares and makes recommendations on program funding; advises when contracts/grants/projects/programs/letting are approved, the status, funding matters and when funds become available. · Ensures compliance with federal and state requirements concerning program administration and management. · Makes presentations, develops speeches, conducts and/or coordinates meetings, seminars and/or workshops on applicable programs. · Keeps abreast of and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs. · Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies. · Monitors payments, procedures and/or projects including site visits to ensure compliance with state and federal regulations. · Prepares and submits reimbursement financial documents required by the federal government for program expenditures. · Prepares and/or evaluates program progress and cost/benefits analysis reports. · Reviews and/or approves requests for reimbursement. · Performs other job responsibilities as assigned
