About The Position

Oversees complex operations/business support functions for the Traffic Safety Division including oversight of multi-organizational units, providing direction/guidance in strategic operations, planning, and government affairs. Oversees legislative analysis; policy development and interpretation; forecasting and budget analysis; contract management; project controls support and oversight; resource allocation; purchasing, equipment and asset management; and division safety. Establishes policies/procedures, provides advice/consultation to division leadership and staff, and develops goals and objectives that integrate support and functional activities for each organizational unit. Coordinates with the Human Resources Division, the Information Technology Division, the Financial Management Division, and others to resolve issues integral to the division's functional responsibilities. Supervises a group of professional and technical employees. Work requires extensive contact with high-level executives, government officials, internal agency audiences and public/private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Requirements

  • Bachelor's Degree in Business, Public Admin, Finance, or related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 5 years of experience in transportation-related business or support operations such as budget allocation, contract administration, resource or project management. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.

Responsibilities

  • Directs and oversees administrative and business functions to include contract administration, purchasing, budget, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.
  • Plans, coordinates and monitors activities associated with administrative support functions to include training requirements of division staff, time sheets and required reporting to other divisions and offices.
  • Acts as a project manager to oversee, plan and implement Division/Department programs and initiatives. Provides direction, guidance and assistance in the implementation of change initiatives.
  • Directs and oversees the planning, coordination, development, implementation and management of highly advanced and complex annual operational and program budgets; monitors operating budgets and provides reports, analysis and financial advice to division and section directors and their staff.
  • Coordinates and processes accounts payables, invoices, and travel. Troubleshoots financial information, data discrepancies, and monitors accounts.
  • Provides advice regarding counseling and disciplinary procedures in the division.
  • Coordinates and supports personnel hiring and development; reviews and makes recommendations on resource management.
  • Oversees the planning, development and implementation of administrative and operational policies and procedures. Recommends, reviews and analyzes processes for improvement and efficiency based on sound business practices, value added and operational delivery enhancement.
  • Supervises a group of professional employees and oversees administrative services and management of business support functions and special projects ensuring all functions are conducted in accordance with policy.
  • Serves as a member of the Traffic Safety Division staff and leadership team, represents staff at executive meetings, public events and participates in broad decision-making and policy setting initiatives.
  • Coordinates staff development activities with human resources and division management to help staff develop and learn the required skills/competencies necessary to grow in their position and advance their careers.
  • Coordinates with and ensures collaboration between the business operations personnel in the Engineering Operations Divisions, to include sharing of resources and assistance with standardization and process consistency.
  • Oversees manual development, coordination and maintenance.
  • Oversees the preparation of the division's Legislative Appropriation Requests and ensures timely responses to legislative inquiries and legislative impact statements.
  • Oversees record support functions in the areas of records management, central files, records disposition, correspondence and open records requests.
  • Performs other job responsibilities as assigned.
