About The Position

PEMCCO is seeking a Transit Communications Modernization Program Manager to lead a high‑visibility initiative transitioning a large urban multi‑modal transit system from legacy 900 MHz platforms to an 800 MHz APCO P25 communications architecture. This role drives long‑term communications resilience for a high‑ridership, safety‑critical transportation network and requires executive‑level leadership across engineering, operations, regulatory coordination, and phased implementation readiness. The ideal candidate will distill complex RF engineering analysis into executive‑ready decision materials while navigating a politically visible, mission‑critical public infrastructure environment. Requirements

  • Bachelor’s degree in Engineering, Telecommunications, Systems Engineering, or related field.
  • Minimum 10 years of program management experience in public safety, transit, or large-scale communications infrastructure environments.
  • Demonstrated experience supporting 800 MHz P25 modernization or LMR transition initiatives.
  • Experience managing multi-stakeholder public-sector programs with regulatory dependencies.

Nice To Haves

  • Master’s degree in Engineering or Project Management.
  • Experience supporting large urban transit systems.
  • PMP certification.
  • Candidates with experience in transit, public safety, or large‑scale infrastructure projects are strongly preferred.

Responsibilities

  • Lead development of the Spectrum Transition Roadmap and phased modernization strategy.
  • Serve as primary point of contact for program execution and governance coordination.
  • Integrate RF engineering, systems integration, pilot validation, and regulatory activities.
  • Facilitate cross-departmental coordination across Engineering, Operations, IT, Legal, and Public Safety stakeholders.
  • Oversee schedule, risk register, and budget management.
  • Support engineering-led development of downstream Statements of Work.
  • Present risk-balanced architectural options (including trunking and simulcast considerations) to executive leadership.
  • Ensure deliverables meet quality, documentation, and compliance standards.
  • Support modernization planning within constrained outage windows in active transit facilities.
  • Support regional interoperability planning initiatives.
  • Participate in vendor technical evaluation processes.
  • Contribute to long-term communications modernization planning beyond initial transition phases.
