About The Position

Hive Group is seeking a Training Strategy Manager (TSM) to serve as Key Personnel supporting GSA’s Assisted Acquisition Service (AAS). This strategic leadership role is responsible for shaping, communicating, and operationalizing AAS’s enterprise workforce development and training strategy. The TSM serves as the Government’s primary point of contact for training operations, providing senior-level guidance across instructional design, curriculum modernization, workforce readiness, and stakeholder engagement. The ideal candidate is a strategic thinker and influential communicator with demonstrated expertise in workforce development, adult learning, and organizational change in a federal environment. This is a hybrid position with an expectation of being onsite in McLean, VA once or twice a week.

Requirements

  • Minimum 5 years of experience in training, instructional design, workforce development, or program management in federal or large enterprise environments.
  • Demonstrated ability to lead teams, manage training operations, and deliver high-quality learning solutions.
  • Strong written and verbal communication skills, including experience briefing senior leadership and developing engagement materials.
  • Proven experience conducting training needs assessments, user research, and translating findings into curriculum or learning strategies.

Nice To Haves

  • PMP or PgMP certification.
  • Experience with process improvement, performance management, or project controls.
  • Familiarity with LMS platforms, training technologies, and learning analytics tools.
  • Experience supporting or leading communications or marketing initiatives related to training, learning, or workforce programs.
  • Experience with Articulate Rise 360, Camtasia and Google Workspace

Responsibilities

  • Lead the development, implementation, and continuous refinement of enterprise training strategy to support modernization, workforce readiness, and emerging mission priorities.
  • Brief senior leadership (Government and contractor) on program status, training performance, metrics, and outcomes.
  • Serve as the Government’s senior technical point of contact for all training programs, ensuring alignment with policy updates, service model changes, and enterprise objectives.
  • Translate enterprise workforce goals into training priorities, learning pathways, and actionable implementation plans.
  • Provide day-to-day leadership, direction, and oversight to contractor personnel supporting training development and delivery.
  • Manage program plans, schedules, deliverables, and performance metrics to ensure high-quality, timely execution.
  • Monitor risks, constraints, and workforce impacts; proactively recommend mitigation strategies.
  • Conduct training needs assessments and user-needs analyses to identify gaps and inform curriculum design.
  • Ensure consistency, brand alignment, and quality across all training solutions and delivery modalities.
  • Manage internal communications, including announcements, training calendars, program updates, and user engagement materials. Ensure all messaging aligns with organizational branding, tone, and strategic priorities.
  • Implement process improvement methodologies to enhance training effectiveness, workflow efficiency, and learner satisfaction.
  • Evaluate training effectiveness, analyze learning data, and recommend adjustments for program optimization.
