About The Position

This position is located in the Department of Corrections (DOC), Office of the Deputy of Management Support, Training and Professional Development Division. The DOC's mission is to ensure the public safety for the citizens of the District of Columbia by providing orderly, safe, and secure environment for the confinement of pretrial detainees and sentenced inmates. This position serves as Training Administrator for the DOC Training Academy, responsible for overseeing and administering the agency's training programs including the analysis of agency training needs, developing training curriculum for online and in-person courses, and measuring training effectiveness to improve performance measures. in this key position, the training administrator work collaboratively in consultation with senior leaders and is accountable for the overall success of the agency's training program and strategies. Works under the general supervision of the Deputy Director for Management Support.

Requirements

  • Undergraduate and Graduate Education: Major study - Education or a subject area related to the position to be filled.
  • OR
  • Experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that requires training or instructing others on a regular basis.
  • Specialized Experience: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

Responsibilities

  • Manages training programs and facilitated events, that includes, but not limited to, planning and coordinating the development and administration; consulting with management to determine and develop training initiatives, organization development issues, learning and performance training, supervisory training, and strategies for implementing change to meet agency's objectives. Ensures personnel (staff or contractors) resources and funding are available for implementation.
  • Supervises Training Specialists and support staff which includes but not limited to, planning, organizing, assigning, reviewing, and evaluating work of the training staff; training, developing and coaching staff in their professional development and their duties; and observing and evaluating the performance of staff and contractors. Recommends promotion, evaluates job performance, schedules and approve leave, and initiates disciplinary actions, etc.
  • Designs and develop learning programs through a proven curriculum development process. researches and develops program/seminar content to meet learning needs specific to DOC; and identifies target populations and evaluates the effectiveness of previous related training programs. Develops reports, makes recommendations and delivers presentation to management on training plans organized to address organizational development issues and agency needs.
  • Proposes, promotes, and/or markets training programs, facilitated events, seminars, and conferences by writing proposals, securing support and approval from management. Prepares monthly, quarterly and annual training and statistical reports for agency and interagency consumption. Respond in writing to mayoral, congressional, and public correspondence regarding subjects of a training nature involving individuals and program effectiveness. Prepares the Training Academy's fiscal year budget to include all administrative, professional, and technical funding needs. Serves as the agency's authority on all aspects of employee development and training.
