About The Position

The Title IV-E Manager provides strategic leadership and subject matter expertise for Title IV-E eligibility determination across Foster Care, Subsidized Adoption, and Guardianship programs. This position oversees a multidisciplinary team responsible for determining and maintaining federal Title IV-E eligibility and ensures compliance with all applicable federal regulations and guidance issued by the Administration for Children and Families (ACF). The Title IV-E Manager serves as the agency’s primary expert on federal Title IV-E policy, interpretation, and implementation and plays a critical role in policy development, program integrity, and federal review preparedness. THIS IS A STATEWIDE OPENING PENDING AVAILABLE OFFICE SPACE.

Requirements

  • Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff.
  • Related coursework, training and/or education may substitute for the bachelor’s degree on a year-for-year basis.
  • Valid Driver's license is required for possible travel.
  • Extensive knowledge of Title IV-E eligibility requirements and federal child welfare funding structures
  • Strong analytical skills with the ability to interpret and operationalize federal laws, regulations, and policy guidance
  • Advanced written and verbal communication skills, including the ability to draft clear, accurate policy and technical guidance
  • Demonstrated leadership and experience managing supervisory staff and complex program operations
  • Ability to plan, organize, and manage multiple priorities in a highly regulated environment

  • Experience in Title IV-E Programs. (IMFC, Foster Care, Adoption, Guardianship)

Responsibilities

  • Provides direct supervision to 3 supervisors and indirect oversight of approximately 21 eligibility staff
  • Ensures consistent, accurate, and timely Title IV-E eligibility determinations through coaching, performance management, and quality assurance
  • Serve as the subject matter expert on Title IV-E eligibility requirements, federal statutes, regulations, and ACF policy guidance
  • Interpret and apply complex federal rules and regulations related to Title IV-E Foster Care, Adoption Assistance, and Guardianship Assistance programs
  • Lead and support the development, revision, and implementation of: Agency policy Standard Operating Procedures (SOPs) Process guides and eligibility tools
  • Provide expertise and support related to the Title IV-E State Plan, including drafting, reviewing, and assisting with plan amendments
  • Oversee, Facilitate and provide programmatic leadership with programs as it relates to Title IV-E. Such as Interstate Compact on Adoption and Medical Assistance (ICAMA),Bridge to Independence and Adoption and Guardianship Extension programming
  • Coordinate, plan, and implement preparation for federal Title IV-E reviews conducted on a three-year cycle
  • Collaborate with internal and external stakeholders, including program leadership, legal counsel, fiscal staff, and federal partners, to ensure program compliance and continuous improvement
  • Monitor program performance, identify risk areas, and implement corrective actions as needed to maintain federal compliance and funding integrity
  • Experience with project management.
