About The Position

This position serves as the Telecom & Network Portfolio Manager leading a team in the Information Technology Management Office responsible for the development and processing of all IT Telecom & Network contracts. The ideal candidate will have in-depth knowledge of both strategic sourcing and category management practices, experience in negotiating complex contracts/agreements, vendor management skills and demonstrated expertise within key areas, such as IT services (professional services/labor), IT Telecom & Network, IT and enterprise applications, and/or indirect spending. The Telecom & Network Portfolio Manager will evaluate market conditions, strategic supplier core competencies and competitive positioning using industry cost models and price benchmarking and implement solutions by working with cross-functional internal and external stakeholders and suppliers to reach agreement on contract terms and conditions. In addition, you will analyze industry trends and evolving technology to proactively identifying supply base issues to minimize risk, protect the continuity of supply and capitalize on emerging opportunities. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, with courses in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a business or public organization, with a focus in procurement, purchasing, or sourcing in a public or private organization.
  • Requires three (3) years of professional supervisory experience in a large organization.

Nice To Haves

  • Four (4) years of professional experience in managing procurement and contracts for IT, telecom, and network portfolios, including the use of electronic procurement systems, contract lifecycle management systems, and other tracking tools in a portfolio or category management role.
  • Four (4) years of professional experience using competitive procurement principles such as IFBs, RFPs, RFQs, or RFIs in planning, developing, negotiating, and implementing strategic sourcing contracts.
  • Four (4) years of professional experience managing vendor relationships, including negotiating contracts to provide the best value to the client.
  • Four (4) years of professional experience developing and implementing long-term sourcing plans, creating strategic sourcing strategies, and managing procurement portfolios to align with organizational goals and enhance end-user satisfaction.
  • Four (4) years of professional experience providing leadership and oversight to procurement teams, including approving procurement actions, and ensuring adherence to relevant policies and procedures.
  • Ability to analyze complex administrative and procurement challenges, identify root causes, and implement strategic result-drivel solutions that enhance operational efficiency and organizational effectiveness.
  • Ability to develop and maintain cooperative working relationships with staff, managers, executives, vendors, contractors, and external stakeholders, fostering collaboration in resolving sensitive administrative and procurement issues and supporting subordinate team members.
  • Demonstrated verbal and written communication skills to present administrative and agency procurement information clearly and precisely to diverse stakeholders, including executives, managers, subordinate staff, and external/internal auditors.
  • Master’s degree(s) in one or more of the following: operations management, business administration (MBA), public administration (MPA), or related advanced degree in business, operations, finance, law, or economics.
  • Certification(s) in one or more of the following: Institute of Supply Management (ISM), Association for Supply Chain Management (ASCM), National Institute of Governmental Purchasing Certified Procurement Professional or Universal Public Procurement Certification Council (UPPCC) as a Certified Public Procurement Buyer (CPPB), or Certified Public Procurement Officer (CPPO).

Responsibilities

  • Subject to management approval, serves as the Telecom & Network Portfolio Manager for the Department of Innovation & Technology (DoIT), managing and administering policy and procedure for the general operation of Department procurements for the Telecom & Network portfolio in the Information Technology Management Office (ITPO).
  • Plans and develops aspects of portfolio and category creation and strategic sourcing, providing leadership and support to ITPO procurement staff for implementation of all sourcing initiatives to deliver productivity while at the same time enhancing customer service for end users and client agencies, including collaboration with the IT Strategic Resourcing Procurement Manager.
  • Administers Department procurements through subordinate staff overseeing management of procurement of goods and services for DoIT and client agencies, including overseeing initial development of all types of procurements, specifications, and helps to define solicitation and contract specifications.
  • Develops plans to strengthen cost containment and align resources to better leverage spending, including analyzing spending trends/history in comparison to client provided forecasts to identify opportunities for influential and proactive negotiations.
  • Serves as full-line supervisor.
  • Serves as an official agency spokesperson to internal and external entities, vendors, contractors, public, private, and federal officials and possesses significant authority to bind the Department to specific courses of action in providing selection and approval of contracts and possesses independent authority to commit and reallocate portfolio and category resources to enhance the quality and efficiency of goods and services provided on behalf of the Department.
  • Reviews and maintains the Business Enterprise Program (BEP) and Veterans Business Program (VBP) compliance and deliverables through subordinate personnel, in coordination with DoIT Supplier Diversity unit staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
