In addition, you will oversee the design, implementation, and support of the integrated statewide solution for HCM, focusing on Time & Attendance, Payroll, and Learning functional areas, and staged configuration and implementation in state agencies and constitutional offices. This position serves as full line supervisor and as a member of the Executive ERP Program Team. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college in Finance, Human Resources, Personnel Administration, or a directly related field.
  • Requires four (4) years of progressively responsible administrative Payroll or Time & Attendance management in a complex organization with employees governed by multiple regulations and bargaining contracts.
  • Requires three (3) years of professional supervisory experience in a large organization.

Nice To Haves

  • Four (4) years of professional experience implementing and managing Payroll or Time & Attendance business processes in a complex organization governed by multiple bargaining units, policies, and regulatory requirements.
  • Four (4) years of professional experience in a leadership or supervisory role overseeing multidisciplinary teams, including vendor resources and agency subject matter experts, responsible for ERP system implementation, support, or optimization.
  • Four (4) years of professional experience planning, configuring, or supporting a Human Capital Management system (SAP, Workday, Oracle HCM), including Time and Attendance, Payroll, or Learning Management modules.
  • Two (2) years of professional experience analyzing and aligning payroll systems and processes with financial systems for labor distribution, cost allocation, or journal postings.
  • Four (4) years of professional experience directing enterprise-level projects that span multiple agencies, departments, or business areas, with responsibility for establishing priorities, managing timelines, and coordinating deliverables.
  • Four (4) years of professional experience preparing and delivering persuasive, strategic and instructional presentations tailored to diverse audiences, including executives, stakeholders, and end-users, to support policy, process, or system decision-making.
  • One (1) year of professional experience designing, implementing, or supporting enterprise training or learning management solutions and processes.
  • Demonstrated ability to apply organizational and project management methodologies to balance competing priorities, ensure high-quality deliverables, and achieve enterprise-wide objectives.
  • Ability to build consensus and maintain collaborative relationships with diverse stakeholders, including executive sponsors, cross-functional teams, and vendor partners.
  • Demonstrated verbal and written communication skills to effectively translate complex technical or policy issues into clear, actionable guidance for varied audiences.

Responsibilities

  • Subject to management approval, serves as the Human Capital Management (HCM) Time & Attendance, Payroll, and Learning Lead, overseeing HCM Time & Attendance, Payroll, and Learning Functional Experts and agency subject matter experts (SME’s) to design and optimize a comprehensive, statewide solution for assigned functional areas, taking a holistic approach to business processes for the Department of Innovation & Technology (DoIT).
  • Oversees the design, implementation, and support of the integrated statewide solution for HCM, focusing on Time & Attendance, Payroll, and Learning functional areas and staged configuration and implementation in state agencies and constitutional offices.
  • Serves as full line supervisor.
  • Serves as a member of the Executive ERP Program Team, participating in policy discussions to plan and coordinate short- and long-term goals and objectives of the ERP Program.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
