About The Position

Doolittle Institute, an Air Force Research Laboratory (AFRL) Innovation Institute, supports the AFRL by working to identify and foster new R&D partnerships, develop AFRL’s future workforce, enable rapid technology delivery to the warfighter, and license and commercialize AFRL technologies in the private sector. The Doolittle Institute is a member of the DEFENSEWERX (DWX) Family of Innovation Hubs. JOB SUMMARY: The Technology Transfer Project Manager will work closely with the Tech Transfer Program Manager to facilitate the transfer of technology between industry, academia and AFRL/RW. This role will manage key aspects of patent portfolio commercialization and SBIR/STTR outreach efforts. The ideal candidate has basic knowledge of technology commercialization and SBIR/STTR, has worked with or for the DoD or other federal agencies, has business development experience and is adept at interacting with various stakeholders including: businesses, universities, venture capital firms and industry consortiums. Training for SBIR/STTR will be provided for qualified candidates who do not have prior experience with this program.

Requirements

  • Bachelor's (or higher) degree in a STEM or business field is required.
  • General understanding of or experience with technology transfer and/or commercialization programs, including spin-out, patent licensing, cooperative agreements, entrepreneurial training, and private and/or public investment.
  • Prior work experience in business development or other role which required targeted market research and outreach.
  • Relevant work experience may be used in place of a STEM or Business degree.
  • Excellent written and verbal communication skills, including translation of technical documents & ability to produce technology marketing summaries.
  • Comfortable with public speaking.
  • Ability to work independently on multiple projects with little supervision.
  • Ability to pass a background check
  • Ability to successfully obtain and maintain a security clearance or successfully obtain and maintain an ITAR license
  • Must not have any conflicts of interest affecting DWX or its partners

Responsibilities

  • Plan, coordinate, and execute AFRL industry engagement events and workshops across virtual, hybrid, and in-person formats.
  • Support evaluation, transition, and commercialization of AFRL technologies, including identifying dual-use applications and potential licensing pathways.
  • Support AFRL researchers in navigating technology transfer and commercialization pathways while facilitating connections with industry, academic, and investment partners to advance transition and commercialization opportunities.
  • Conduct market research and horizon scans, consolidating findings and performance data into actionable insights for AFRL stakeholders.
  • Build and sustain collaborative relationships across internal teams, industry partners, and external stakeholders within the innovation ecosystem.
  • Collaborate with DWX Innovation Hubs, AFRL Innovation Institutes, and other organizations in the innovation ecosystem to share best practices and leverage capabilities.
  • Contribute to initiatives that strengthen workforce development and expand participation in mission-aligned programs.
  • Provide direct support to the PIA Operations Manager in developing and executing marketing and communication materials that promote AFRL initiatives, capabilities, and engagement opportunities aligned with organizational priorities.
  • Perform related administrative duties as assigned, including occasional assistance with STEM-focused and outreach events.
