About The Position

SCMI1 has an exciting opportunity for a Technical Writer position supporting Naval Construction Group-1 (NCG1) in drafting Naval Construction Force (NCF) input to Joint Capabilities Integration and Development System (JCIDS) documentation to include Capability Development Document (CDD) and Doctrine, Organization, Training, material, Leadership and Education, Personnel, Facilities, and Policy (DOTmLPF-P) Change Recommendation (DCR) development. The Technical Writer will assist in statement of needs documentation and will technically articulate the government’s requirements, supporting Expeditionary Warfare Improvement Program (EXWIP) and Program Objective Memorandum (POM) with data analysis and data compilation, and engaging with proposed technology solutions for NCG1. The Technical Writer will also provide written reports and information on the JCIDS, CDD, DCR, statement of needs, EXWIP, POM, and emerging technologies data, which the government may use to generate its requirements, mission focus, and funding documents. Location: Naval Construction Group-1 (NCG1): Port Hueneme, CA 93043 Job Description/Responsibilities: Draft JCIDS documentation, statement of needs documentation, cross functional team (CFT) charters, and Capabilities Based Assessments (CBA). Provide administrative and research support to the lead Program Analyst on her/his duties. Recommend efficiency enhancing technologies for task completion. Complete, at minimum, (2) documents (CDD/DCR) per quarter to equal eight per year and an additional 12 requirement document developments per year. Collaborate with stakeholders to identify, document and form a prioritized list of all project requirements. Organize project requirements into major task areas and sub-tasks to satisfy each government generated requirement. Consider task interdependencies, stakeholder involvement and the level of effort required. Develop a Plan of Actions and Milestones (POA&M) for government approval to be further reviewed by key stakeholders and incorporate feedback and edits. The final POA&M should set the project direction and will be reviewed at In Progress Reviews (IPR) to keep NCG-1/NCG-2 abreast of project progress, IPRs occur approximately weekly and focus on approaching milestones, issues/concerns (risks) and recommended resolutions and mitigations of technology insertions. Coordinate with Program Analysts and meet with NCG-1/NCG-2 to make a recommendation on researched technologies as to whether new technologies are worthwhile to pursue. Identify and make recommendations on equipment systems to be captured and conduct ongoing interviews and/or focus groups with SME for each assigned document development. The focus of this task is to capture relevant operational, logistical and maintenance procedural data for the document development and conduct in-depth analysis on the collected data. Review existing requirements documentation covering other NCG-1/NCG-2 materiel and nonmateriel capability solutions to ensure the deliverable requirements documents contain the requisite information and incorporate applicable standards. Build a final Top Level Requirements document deliverable in accordance with the Naval Force Constructions Operations Training Guide. Development of potential Key Performance Parameters (KPP) and Key System Attributes (KSA) consistent with the JCIDS Manual recommendations. Communicate with approximately four activities in order to attain information to complete JCIDS documentation, statement of needs, CFT charters, and CBAs. Utilize research and analysis documentation generated under all tasks above to assist in the preparation and submission of the EXWIP and POM requirements. Research is summarized in a single live slide for EXWIP and POM issues and delivered the COR in writing which is prepared over a 3-month period once per year.

Requirements

  • Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required
  • Active high-level Security Clearance will be required, and current Security Clearance is desired
  • Shall have a minimum of 5 years experience in the Technical Writing field
  • Bachelors degree in Science or Engineering fields is preferred
  • At least 5 years of experience with Navy Expeditionary Combat Command (NECC) is strongly desired, specifically NCF, force operating concepts and NCF technology STOs
  • Skills in typing/keyboarding, organizing, and Microsoft Office applications such as Word, Excel, PowerPoint, and other applicable programs
  • Must be able to learn new technologies
  • Possess the ability to communicate orally and in writing
  • Knowledge of basic concepts and formats of Navy correspondence
  • Possess knowledge of filing systems, professional organizational skills, and have the ability to multi task and give special attention to detailed work

Nice To Haves

  • Experience developing threshold and objective metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA) is desired
  • Experience performing analysis and developing JCIDS documents for Departments of the Navy, Army or Air Force is preferred
  • Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process is preferred
  • Experience with Naval Force Construction Operations Training Guide is strongly desired
  • Stakeholder engagement experience both through facilitating large working sessions and in one on one interviews
