About The Position

Parsons is working as the deployment and installation arm of Rohde & Schwarz (R&S), the manufacturer of an IP Voice Communication System (VCS). R&S has been tasked with replacing 140 VCS at Air Traffic Control Towers (ATCTs) around the country with a potential to replace 440+ sites. Parsons under R&S is tasked with installing the systems at the designated locations. FAA Air Traffic Control (ATC) specialists use voice communications as their primary means of communications for the purpose of controlling airspace for the safe and efficient movement of aircraft in the National Airspace System (NAS). The mission of the FAA’s Voice Switch & Recorder (VS&R) Program Office’s VoICE program is to provide a flexible, network-based voice communication enterprise system to replace aging, increasingly expensive to maintain legacy voice switches. VoICE will provide voice communications services to Air Traffic Control Specialists (ATCS), supervisors, and ancillary Air Traffic Control (ATC) operators in support of 24x7 ATC operations in the Terminal and En Route domains of the National Airspace System (NAS). The VCS Legacy Infrastructure Futures Technology (LIFT) program is intended to upgrade ATCT communications with all respects while eliminating Loss of Communication Traffic between ATC’s, ATCT’s and Flight/Ground personnel. Job Overview: The Technical Writer is responsible for creating comprehensive documentation related to the installation of Voice Communication Switches for the Federal Aviation Administration (FAA). This includes site survey reports, site implementation plans, risk management plans that encompass quality and safety, deliverables submission, and general communication with the client. The candidate must be proficient in MS Word and Excel, with knowledge of MS Project being a plus.

Requirements

5+ yrs of experience and Bachelor’s degree in technical writing, communications, engineering, or a related field, or equivalent experience.
Proven experience as a technical writer, preferably in the telecommunications or aviation industry.
Proficiency in MS Word and Excel.
Excellent written and verbal communication skills.
Strong attention to detail and ability to produce high-quality documentation.
Ability to understand and convey complex technical information clearly and concisely.
Strong organizational and time management skills.
Ability to work independently and as part of a team.

Nice To Haves

Knowledge of MS Project is a plus.
Experience with the installation of Voice Communication Switches or similar telecommunications equipment.
Familiarity with FAA regulations and industry standards related to voice communication systems.
Knowledge of risk management principles and practices.

Responsibilities

Develop detailed site survey reports that document the current state and requirements for the installation of Voice Communication Switches.
Create site implementation plans that outline the steps, resources, and timelines necessary for successful installation.
Prepare risk management plans that address potential risks, quality assurance, and safety measures.
Ensure all deliverables are completed accurately and submitted on time to the client.
Maintain clear and consistent communication with the client, providing updates and addressing any questions or concerns.
Collaborate with project managers, engineers, and other team members to gather necessary information and ensure accuracy in documentation.
Utilize MS Word and Excel to create, format, and manage documentation.
Optionally use MS Project to assist in tracking project timelines and milestones.
Adhere to FAA regulations and industry standards in all documentation.
Continuously improve documentation processes and templates to enhance efficiency and clarity.
