About The Position

The Technical Project Manager provides acquisition support, engineering support, and technical project management for complex fixed and mobile communications modernization projects. This position supports both internal KGS leadership and the Government customer, working daily with Government representatives. In addition, the Project Manager serves as a single point of contact for customer requirements, develops comprehensive requirement documents, oversees project execution, and ensures seamless coordination across cross-functional engineering, IT, and mission support teams.

Requirements

  • Active Top-Secret clearance with SCI or TS and the ability to obtain SCI or higher.
  • Project Management Professional (PMP).
  • Proficiency in Microsoft Office Products (Word, Excel, PowerPoint, Project).
  • Bachelor’s degree in: Information Technology, Computer Science, Engineering, Business Administration, Project Management, Management Information Systems, Telecommunications, or a related field.
  • In lieu of a degree, candidates may qualify with 7–10 years of progressively responsible experience in technical project management, IT/communications programs, Federal acquisition support, or related mission-focused technical roles.
  • Minimum Experience: 5-7 years of relevant experience.
  • Federal Government management, operations, and contract experience.
  • Familiarity with Federal regulations, directives, and Government-wide contract vehicles.
  • Knowledge of IT infrastructure and ability to adapt to emerging technologies.
  • Proven experience recommending solutions that improve customer mission effectiveness.
  • Strong analytical, critical thinking, and problem-solving abilities.
  • Exceptional organizational, time-management, and attention-to-detail skills.
  • Outstanding interpersonal skills; ability to work respectfully and effectively with Government, contractor, and vendor stakeholders.
  • Ability to work independently or lead multi-disciplinary teams.
  • Strong verbal and written communication skills; proficiency in MS Office (Word, Excel, PowerPoint, Outlook, SharePoint, Project, Visio).
  • Experience with JIRA/Confluence.
  • Basic understanding of supply chain activities.
  • Ability to travel 5–10%, primarily within the National Capital Region.

Nice To Haves

  • Master’s degree in information technology, Systems Engineering, Computer Science, Cybersecurity, Telecommunications, Business Administration (MBA), Project Management, Public Administration, or a closely related technical or management discipline.

Responsibilities

  • Apply knowledge of Federal (FARs) and agency acquisition regulations, directives, and lifecycle processes.
  • Develop or support development of Acquisition Plans (APs), Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and other requisite acquisition documents.
  • Conduct market research and support procurement planning.
  • Prepare, coordinate, and deliver program briefing materials, including supporting documentation.
  • Support milestone reviews, governance processes, and Government decision reviews.
  • Manage staffing actions, workflows, and documentation in a Knowledge Management (KM) system.
  • Act as the primary interface for customer inquiries, requirements, and mission-related communication.
  • Support the development of comprehensive requirement documents aligned with mission needs.
  • Interact with internal and external SMEs (Telecommunications, Secure Comms, System/Network Engineering, Business Management) to ensure requirement accuracy and execution.
  • Capture and validate mission requirements with new and existing customer stakeholders.
  • Draft briefings, talking points, and executive-level presentations for senior leaders, interagency partners, and civil support mission areas.
  • Provide end-user training and senior executive-level briefings.
  • Provide support for exercises, observing procedures and assisting as needed.
  • Oversee development and submission of Government documents including Inter-Service Support Agreements, funding memorandums, and related mission-support artifacts.
  • Facilitate site surveys, gather facility data (photos, layouts, floor plans), and develop technical project plans and implementation recommendations.
  • Facilitate the upkeep, repair, and inspection of IT systems and equipment at customer sites.
  • Assist in the performance of periodic system inspections to validate operational readiness.
  • Maintain availability of critical systems by coordinating with internal technical teams.
  • Coordinate schedules and activities across technical disciplines to ensure seamless execution.
  • Develop Concepts of Operations (CONOPS) for project and mission areas.
  • Support configuration management, documentation management, and project tracking.
  • May be required to work beyond standard hours, including on-call, recall, and standby assignments.
