About The Position

T-Rex Solutions is seeking a qualified Technical Product Manager to provide technical leadership, product strategy, and delivery management in partnership with Defense Health Agency (DHA) stakeholders. This role drives value definition, roadmap development, and end-to-end delivery of enterprise data governance, metadata, repository, and catalog capabilities. The TPM ensures product execution across geographically dispersed teams, enabling alignment, transparency, and measurable outcomes.

Requirements

  • 8+ years of experience in technical product management or data focused solution delivery.
  • Proven success managing products in distributed team environments.
  • Strong understanding of data governance, metadata management, cataloging platforms, and repository design.
  • Experience in federal or regulated environments with familiarity in FISMA, NIST SP 80053, HIPAA, and DoD data policies.
  • Excellent communication skills — written, verbal, visual, and asynchronous.
  • Experience with Agile or iterative development using remote collaboration tools (e.g., Jira, Confluence, Miro, Teams, Zoom).
  • U.S. Citizenship required; eligibility for security clearance; active DoD security clearance preferred.

Nice To Haves

  • Bachelor’s degree in Information Systems, Business Administration, Data Management, or related field.
  • Skilled in organizing distributed teams, managing competing priorities, and maintaining momentum in remote settings.
  • Experience with metadata modeling, crosswalk analysis, catalog federation, and data lifecycle management.
  • Comfort using virtual diagramming and collaboration tools (Visio, Miro, Lucid, or DHA approved equivalents).
  • Data analytics or governance certifications (CDMP, PL300/DA100, etc.).
  • Cloud certifications (AWS, Azure, GCP) beneficial but not required.
  • Agile certifications (Scrum, SAFe, Agile PM).

Responsibilities

  • Provide overall program and technical leadership.
  • Serve as the primary coordination point for issue resolution, escalations, and expectation management across time zones and partner organizations.
  • Responsible for oversight of all risk mitigation.
  • Define product vision and value propositions through virtual workshops, remote interviews, digital whiteboards, and collaborative online planning tools.
  • Prioritize features and requirements across multiple data governance and metadata initiatives while maintaining clear communication in an asynchronous delivery environment.
  • Translate DHA, DOW, and federal compliance requirements into technical product specifications accessible to distributed teams.
  • Lead structured engagement sessions with DHA domain owners, data stewards, SMEs, and leadership, using remote facilitation practices to ensure clarity, participation, and decision-making.
  • Maintain strong communication rhythms through virtual standups, sprint reviews, remote PI planning, and asynchronous updates.
  • Oversee distributed engineering, architecture, and analytics teams delivering capabilities such as: Metadata frameworks, Automated metadata extraction, Data lifecycle processes, Repository and catalog features, Governance and lineage models
  • Lead scenario-based evaluations and virtual proof of concepts, coordinating demos with vendors and stakeholders.
  • Ensure teams adhere to federal security, NIST SP 80053, HIPAA, DOW policies, and DHA cybersecurity expectations.
  • Coordinate secure handling of sensitive data (PHI, PII) using DHA approved tools and controlled-access environments.
  • Enable development and documentation of metadata models, crosswalks, catalog structures, and repository taxonomies.
  • Facilitate change control cycles, retrospectives, and iterative improvement conversations.
  • Lead training sessions, onboarding, and handover activities using DHA approved collaboration platforms.
